Job Description
The Lawyer performs the following duties and responsibilities:
- carrying out and ensuring legal expertise and/or approval and/or support of transactions (agreements, agreements, etc.) concluded by the University with third parties (except for those that are standard agreements or agreements with a simplified approval procedure, as well as transactions concluded by other legal entities on behalf of the University on the basis of relevant agreements) in the Supervised Areas;
- implementation of legal protection of property and non-property rights, as well as the legitimate interests of the University in the Supervised Areas;
- implementation of legal expertise/coordination of internal regulatory documents considered by the Managing Council, the Board of Trustees, the Supreme Board of Trustees, as well as documents approved by University officials (with the exception of documents for which there are no issues within the competence of the Division) in the Supervised Areas;
- consideration of draft regulatory legal acts of the Republic of Kazakhstan concerning the activities of the University, submitted to the University for approval and examination, and, if necessary, participation in their development jointly with the specific structural division of the University in the Supervised Areas.
Qualifications
Education requirements (level, field, licenses, professional certifications, etc.):
- A higher professional degree, preferably from an English-language institution;
- A bachelor's degree in law is required.
Work experience requirements:
- Work experience in the specialty must be at least 1 year (if you have a master's degree) or at least 3 years (if you have a bachelor's degree) in areas corresponding to the functional area of the position (preferably in international, foreign and/or national companies)
Specific knowledge required for performing job duties:
- In-depth knowledge of the laws of the Republic of Kazakhstan relating to the University's activities, as well as knowledge of the specifics of the University's operations and internal documents.
Professional skills:
- Skills in analyzing regulatory acts, conduct legal review of contracts and internal documents of the University, as well as in preparing legal opinions;
- Skills in consulting and interacting with other University structural divisions and organizations, government agencies, and counterparties as assigned within the Division;
- Proficient in the Paragraph and Adilet legal information systems, as well as MS Office, Excel, PowerPoint, and other office equipment.
Required competencies:
- Organizational skills – ability to coordinate work and build effective collaboration processes.
- Attention to detail – ensuring the accuracy of documents reviewed and meeting deadlines.
- Communication skills – effective interaction with employees, students, counterparties, and others.
- Flexibility and stress tolerance – ability to work under high pressure and change
Lawyer of the Legal Department must have the necessary knowledge of the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan “On the Status of “Nazarbayev University”, “Nazarbayev Intellectual Schools” and “Nazarbayev Fund”, as well as other legislative and other regulatory legal acts of the Republic of Kazakhstan in the field of education, science and intellectual property
Additional Information
Language requirements:
- Proficiency in Kazakh, Russian and English at a level sufficient to perform job responsibilities.
In addition, Lawyer is responisble for:
- the timely and high-quality fulfillment of duties and functions assigned under the employment contract, this job description, and directives from the Head of the Division and the University’s management;
- safeguarding official documentation, preventing the disclosure and leakage of confidential and official information, as well as information with restricted circulation, which is protected from disclosure under the legislation of the Republic of Kazakhstan, the University Charter, and University’s internal documents;
- compliance with the legislation of the Republic of Kazakhstan and the University’s internal documents;
- adherence to safety and occupational health regulations, including mandatory medical examinations as prescribed by the University and the legislation of the Republic of Kazakhstan.
