Job Summary:
The Development Manager leads and manages the early-stage development process for assigned projects, ensuring timely, cost-effective, and high-quality deliverables that enable the company to position and market future projects to investors and stakeholders. The role supports strategic planning, feasibility, project definition, and overall development oversight through the project lifecycle, ensuring delivery on time, within budget, and to approved standards.
Key Accountabilities and Responsibilities:
Development Planning & Project Initiation
Lead the initial development stage for assigned projects, including project definition, scope, timelines, and development strategy.
Prepare and coordinate responses to RFPs (Requests for Proposal), ensuring all submissions meet required technical, commercial, and timing standards.
Support feasibility and concept development activities, including inputs to land use planning, massing, unit mix, infrastructure considerations, and development phasing.
Identify development constraints and risks early (technical, authority, commercial, programme) and propose mitigation plans.
Technical Coordination & Pre-Construction Oversight
Manage and review pre-construction and land development deliverables (site planning, grading, utilities, infrastructure and design reviews).
Ensure alignment across design, engineering, quantity surveying, and construction disciplines, with strong understanding of real estate and construction terminology, codes, and documentation.
Coordinate with internal stakeholders and external consultants to ensure accuracy, completeness, and readiness of drawings, specifications, BOQs, and authority submissions (as applicable).
Project Delivery Management
Manage development projects end-to-end (depending on scale), including commercial management and project management activities to ensure delivery within agreed scope, cost, time, and quality.
Oversee turnkey delivery requirements for resorts, buildings, residential, or other projects as directed by management.
Drive execution discipline through structured workplans, milestone tracking, and issue resolution.
Cost Control, Value Engineering & Quality
Prepare and maintain project cost and quality monitoring, including identifying value engineering opportunities and cost-saving initiatives without compromising quality and brand standards.
Ensure quality benchmarks are defined and monitored, supporting approvals of materials, finishes, and key deliverables where required.
Reporting & Stakeholder Communication
Provide clear project updates to management through monthly (or agreed) progress reports covering programme, cost, risks, quality, and decisions required.
Facilitate effective communication and coordination across multi-disciplinary teams, ensuring clear direction, follow-up, and accountability.
Business Development Support
Provide relevant inputs to the identification and evaluation of development and business opportunities, including early assessment of potential new projects.
Support strategic reviews and contribute to broader development planning and portfolio thinking.
Requirements:
Bachelor’s degree in civil engineering, Architecture, Construction Management, Property/Real Estate Management, or a related discipline.
8–15 years of experience in real estate development, project management, construction management, and/or infrastructure projects.
Minimum 8 years managing multiple real estate projects or complex developments, preferably across different project stages (concept to delivery).
