You must apply by 11:59 PM prior to the posted closing date.The primary purpose of this position is to serve as the Deputy Chief Human Resources Officer (Deputy CHRO), providing executive-level leadership, operational oversight, and strategic support for the Department of Transportation’s integrated human resources function, supporting more than 10,000 permanent employees statewide.
This position partners closely with the Chief Human Resources Officer (CHRO) to implement enterprise-wide human capital strategies and ensures the effective delivery of HR programs and services across a large, decentralized organization. The Deputy CHRO translates strategic priorities into actionable initiatives and drives execution across all HR divisions.
The Deputy CHRO serves as a senior advisor to agency leadership, providing guidance on complex human resources matters, workforce planning, and organizational effectiveness. This role ensures alignment between HR operations and the Department’s mission, strategic goals, and operational priorities.
The position provides leadership to a multi-tiered HR organization, including Deputy HR Directors and senior HR managers, and supports oversight of an overall HR workforce of approximately 148 staff. The Deputy CHRO ensures integration, consistency, and operational excellence across all HR functions.
The position will manage the day-to-day operations of all HR functions for the Department. This includes workforce development, recruitment and retention, employee relations and EEO, training and leadership development, qualification and compensation, and policy and benefits administration. Position will be responsible for independent development, implementation and execution of all HR related activities for the Department, as well as ensuring all related deadlines are met.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC26 $100,795 - $226,791
Management prefers applicants with the following:
- Experience providing senior-level consultation to division leaders and executive management on HR policies, employee relations issues, and workforce strategies.
- Experience interpreting state and federal regulations to ensure consistent application across a large organization.
- Demonstrated ability to represent the CHRO in meetings, committees, and cross-agency initiatives as needed.
- Demonstrated ability participating in decision-making processes with significant operational and organizational impact.
- Experience building and maintaining working relationships with internal leadership, external agencies (including OSHR), and key stakeholders.
- Demonstrated ability to independently develop, implement and execute department wide programs, projects or policies within set deadlines.
Minimum Education and Experience

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 6 years of experience in human resources, including 4 years of experience in an HR leadership position; or equivalent combination or education and experience.
