Description of Work

The Overdose Prevention Initiatives Coordinator administers a statewide program of substantial scope and complexity, serving as a lead resource for program development, coordination, and evaluation. The position manages high‑level administrative processes, resolves technical program issues, and ensures adherence to relevant laws, regulations, and established departmental procedures. Work is performed with limited supervision and requires effective collaboration with agency staff, external partners, and the public to support program objectives.


The Overdose Prevention Initiatives Coordinator role operates within a defined departmental structure while retaining autonomy in assessing program needs and implementing operational improvements. The position strengthens statewide service delivery by promoting program visibility and supporting effective, consistent program operations.


Key Duties Include:
- Administers a statewide program by coordinating activities, resources, and processes to support consistent and effective implementation.

- Develops and maintains administrative program structures by designing procedures and evaluating their operational effectiveness.

- Analyzes and resolves technical program issues using established statutes, regulations, and departmental procedures.

- Interprets and applies policy and regulatory requirements to ensure program compliance and operational continuity.

- Coordinates program activities and communications with agency personnel, partner organizations, officials, and the public to promote program objectives.

- Prepares, reviews, and maintains program documentation, reports, and administrative records to support audits, evaluations, and internal review processes.

- Leads or oversees program staff by assigning tasks, monitoring workflow, and supporting daily operational needs.

- Promotes departmental programs through stakeholder engagement and alignment of program activities with agency goals.

- Implements operational improvements by assessing program needs, identifying efficiencies, and adjusting procedures to strengthen service delivery.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $52,592.00 - $92,036.00

 

Recruitment Range: $52,592.00 - $68,750.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred: 

  • Experience applying working‑level proficiency with overdose‑prevention strategies outlined in the NC Opioid and Substance Use Action Plan, including implementing evidence‑based community interventions.

  • Experience delivering direct client‑focused services through community‑based organizations or local public health agencies in areas such as syringe services, justice‑involved programming, or post‑overdose response.

  • Experience conducting trainings and providing technical assistance on community‑based overdose‑prevention strategies, including developing materials, delivering sessions, and evaluating effectiveness.

  • Experience working with state contracting and financial processes, including reviewing contract documents, monitoring expenditures, and supporting program compliance requirements.

  • Experience communicating and building relationships with government officials, community‑based organizations, healthcare providers, and the general public to support program coordination and service engagement.
