Job Description

1. Full-cycle Tender & Bid Management

Manage the complete bidding process for offshore EPC, conversion, modification and offshore construction projects, including tender registration, document collection, bid schedule control, internal coordination and final submission. Track tender announcements, bid deadlines, client inquiries and tender results to ensure full process compliance and high-quality bid delivery.

2. Commercial Proposal & Pricing Management

Compile and review commercial proposals, technical-commercial breakdowns, BOQ evaluation, pricing structure and cost analysis. Cooperate with engineering, procurement, construction and cost teams to verify man-hour consumption, material cost, subcontractor price and project overheads, ensuring reasonable, competitive and profitable bid pricing.

3. Bid Risk & Contract Term Review

Conduct pre-bid risk assessment covering technical scope, schedule risk, offshore construction risk, currency fluctuation, liability clauses, warranty requirements and penalty terms. Review client tender terms and conditions, summarize deviation lists, and propose commercial protection strategies before bid submission.

4. Tender Clarification & Pre-award Negotiation

Organize and lead tender clarification meetings with clients, yards and partners. Respond to RFIs and bid queries professionally. Support pre-award commercial negotiation on payment terms, scope adjustment, delivery schedule, liquidated damages and commercial exceptions to maximize project profitability and minimize operational risks.

5. Bid Archive, Data Summary & Benchmarking

Establish standardized bid archives, summarize project bidding data, market price level, competitor bidding strategies and offshore project cost benchmarks. Continuously optimize bid templates, commercial documents and pricing models to improve overall bidding efficiency and competitiveness.

6. Cross-functional Coordination & Team Support

Align with technical, project management, supply chain and finance teams to unify bid strategy, scope definition and commercial position. Support business development teams on pre-tender client communication, feasibility study and project opportunity evaluation.

Qualifications

1. Education

Bachelor’s degree or above in Marine Engineering, Offshore Engineering, Naval Architecture, Mechanical Engineering, International Trade or related disciplines.

2. Professional Experience

Minimum 5–8 years of commercial and tender working experience in offshore/marine EPC, shipyard or offshore engineering company. Solid experience in FPSO, offshore platform, subsea or marine conversion project bidding is mandatory. Familiar with international offshore project tendering rules, EPC contract frameworks and offshore project cost structures.

3. Core Competencies

  • Proficient in offshore EPC bid preparation, pricing calculation, commercial proposal writing and tender deviation management.

  • Familiar with offshore construction scope, man-hour standard, subcontracting market and international engineering pricing system.

  • Strong capability in bid risk identification, cost analysis and commercial strategy formulation.

  • Fluent in written and spoken English for international tender documents, client communication and RFI response.

4. Soft Skills

Logical thinking, strong time management and multi-tasking capability under tight bid deadlines. Good cross-team coordination, communication and negotiation skills with high responsibility and business sensitivity.
