Job Description
The Business & Commercial Strategy Consultant is responsible for developing and maintaining business, commercial, and investment models for Public-Private Partnerships (PPP), digital transformation initiatives, managed services, and revenue-sharing opportunities. The role focuses on evaluating market opportunities, designing commercial and monetization strategies, developing business cases, and supporting investment decisions through financial and strategic analysis.
The consultant will work closely with clients, partners, and internal stakeholders to identify, assess, and structure commercially viable opportunities while producing executive-level business cases, commercial frameworks, and investment recommendations.

Key Responsibilities
Business Model & Commercial Strategy Development
- Develop business models, commercial frameworks, and investment cases for PPP, digital transformation, smart city, managed services, and technology-enabled initiatives.
- Design monetization strategies, revenue models, pricing approaches, and commercial structures aligned with client objectives.
- Evaluate commercial viability and long-term sustainability of proposed business opportunities.
- Structure revenue-sharing mechanisms, partnership frameworks, and ecosystem-based business models.
Market Research & Opportunity Assessment
- Conduct market research, industry analysis, and competitive benchmarking to identify growth opportunities and market trends.
- Assess emerging business models, digital platforms, and technology-driven revenue opportunities.
- Perform opportunity assessments and feasibility studies to support investment and commercial decisions.
- Analyze market dynamics, customer demand, and stakeholder requirements.
Business Case & Investment Analysis
- Prepare comprehensive business cases, investment proposals, and commercial assessments.
- Develop financial and commercial models supporting strategic initiatives and investment decisions.
- Conduct scenario analysis, sensitivity assessments, and value creation evaluations.
- Support investment prioritization and decision-making through data-driven insights and recommendations.
Stakeholder & Client Management
- Collaborate with clients, government entities, investors, technology providers, and internal teams to define commercial strategies and business objectives.
- Facilitate workshops and stakeholder engagements to validate assumptions and align commercial approaches.
- Present findings, recommendations, and business cases to executive leadership and decision-makers.
- Support proposal development and opportunity pursuit activities.
Executive Reporting & Strategic Advisory
- Develop executive-level reports, board presentations, and strategic recommendations.
- Translate complex commercial and financial analyses into clear, actionable insights.
- Support strategic planning initiatives and long-term growth strategies.
- Contribute to thought leadership and commercial innovation initiatives.
Required Qualifications & Experience
- Bachelor's degree in Business Administration, Economics, Finance, Engineering, Public Policy, or a related field.
- 5–10+ years of relevant experience in Management Consulting, Strategy Consulting, PPP Advisory, Infrastructure Advisory, Commercial Advisory, Corporate Strategy, or related disciplines.
- Proven experience in developing business models, commercial strategies, value propositions, and revenue models for digital, technology, government, infrastructure, or PPP-related initiatives.
- Experience in preparing executive-level reports, board presentations, business cases, and investment recommendations.
- Exposure to digital platforms, smart cities, digital government, managed services, ecosystem business models, and revenue-sharing frameworks is highly desirable.
- Strong understanding of PPP frameworks, commercial structuring, and public-sector transformation initiatives.
- Knowledge of KSA market dynamics, PPP ecosystem, and government transformation programs is preferred.
- Advanced proficiency in Microsoft Excel and PowerPoint.
- Excellent analytical thinking, structured problem-solving, communication, and stakeholder management skills.
- Ability to manage multiple opportunities simultaneously and work effectively under tight deadlines.
