Position Overview

The Regional Director of Operations – Northern Virginia is the senior field-operations leader responsible for the execution, productivity, resource management, and operational performance of all projects across B&S’s Southeast region. Reporting to the VP/GM, Southeast Division, this leader owns B&S’s self-perform field organization while serving as a visible, client-facing representative of the company with general contractors, developers, and owners.

This role combines operational leadership, workforce strategy, and business partnership. The Regional Director works closely with Estimating, Project Management, Safety, and Executive Leadership to ensure projects are staffed appropriately, executed efficiently, and delivered safely, on schedule, and at or above target margins. Beyond driving day-to-day field performance, this leader helps shape regional operating plans, workforce strategies, equipment utilization, and scalable field standards that support continued growth.

The Southeast region supports multiple concurrent heavy-civil and mission-critical site development projects and is expected to continue growing significantly over the coming years. This role will play a critical part in building the operational infrastructure, leadership capability, and workforce required to support that growth.

Acting as a force multiplier for project teams, the Regional Director challenges inefficiencies, optimizes labor and equipment deployment, establishes and enforces defensible production standards, and develops the field leadership and craft workforce needed to sustain exceptional project execution across the region. The role is directly accountable for regional safety, productivity, quality, schedule performance, equipment utilization, and margin attainment, as well as the strength and depth of the field organization that delivers those results.


Key Responsibilities

Client-Facing Leadership & Pursuit Support

  • Serve as a recognized operational leader for B&S in the Southeast, building and maintaining relationships with general contractors, developers, and owners.
  • Partner with the VP/GM, Business Development, and Estimating teams on pursuits, providing constructability reviews, means and methods evaluations, crew and equipment planning, and phasing recommendations.
  • Participate in intake and pre-bid reviews, validating productivity assumptions, staffing plans, sequencing, and operational feasibility before bids are submitted.
  • Support preconstruction efforts by bringing field-based credibility and operational insight that helps win projects and reduce execution risk.
  • Represent B&S during client meetings, site walks, and project planning discussions.

Field Operations Leadership

  • Own field execution across all active Southeast projects, including safety, quality, production, scheduling, and overall operational performance.
  • Establish and enforce realistic, defensible production rates by activity, depth, and site conditions, while ensuring actual field performance is captured and utilized for future planning and estimating.
  • Direct labor, equipment, and resource allocation across projects to maximize productivity and utilization.
  • Partner with superintendents and project teams on constructability, logistics, sequencing, and execution strategies before projects reach the field.
  • Review weekly and three-week look-ahead schedules to ensure readiness of labor, equipment, materials, permits, and subcontractors.
  • Lead recovery planning and corrective action efforts when project performance falls below expectations.
  • Champion a safety-first culture in partnership with the Safety organization.

Field Organization Leadership & Talent Development

  • Recruit, hire, develop, and retain B&S’s self-perform workforce throughout the Southeast, including operators, pipe crews, laborers, foremen, and superintendents.
  • Build a strong local workforce in the Atlanta market and across the Southeast to support sustainable project staffing and reduce dependence on traveling labor.
  • Mentor and develop superintendents and foremen while building organizational bench strength for future growth.
  • Partner with Human Resources on workforce planning, recruiting strategies, onboarding, certifications, training, and retention initiatives.
  • Foster a culture of accountability, operational excellence, safety, and continuous improvement across the field organization.
  • Develop succession plans and leadership pipelines that strengthen long-term organizational capability.

Performance & Resource Optimization

  • Monitor and analyze project production metrics to identify trends, diagnose root causes of underperformance, and implement corrective actions.
  • Drive continuous improvements in labor efficiency, production rates, equipment utilization, and overall field productivity.
  • Oversee regional allocation of labor, equipment, subcontractors, and support resources, ensuring optimal deployment across projects.
  • Minimize unnecessary rental, standby, downtime, and overtime costs while maintaining operational readiness.
  • Leverage operational data and field performance metrics to support informed decision-making across the region.

Cost, Schedule & Operational Standards

  • Partner with Project Managers on operational budgets, labor planning, equipment forecasting, change order development, and cost-code discipline.
  • Support development of baseline schedules, phasing plans, and recovery strategies to ensure successful project execution.
  • Ensure consistent field documentation, production tracking, reporting, and performance measurement through company systems and processes.
  • Conduct regular site visits to reinforce company operating standards, construction methods, quality expectations, and leadership presence.
  • Standardize field processes, operating rhythms, and best practices to improve consistency, scalability, and onboarding effectiveness throughout the region.
  • Champion adoption of technologies, tools, and processes that improve field performance and operational visibility.

Regional Planning & Business Leadership

  • Partner with the VP/GM to develop annual operating plans, workforce forecasts, equipment-capital strategies, and regional growth initiatives.
  • Provide operational insight on project selection, market expansion opportunities, staffing requirements, and resource capacity planning.
  • Own and monitor key regional performance metrics, including safety, productivity, equipment utilization, labor efficiency, schedule performance, quality, and margin attainment.
  • Drive consistency in operational processes, reporting, and field standards across all Southeast projects.
  • Support the long-term development of a high-performing regional organization capable of sustaining continued growth and increasing project complexity.

Risk Management

  • Identify operational risks early, including labor shortages, weather impacts, equipment constraints, subcontractor performance concerns, and scheduling issues.
  • Develop mitigation strategies that proactively address project and operational risks.
  • Serve as an early-warning system for leadership by escalating risks and recommending practical solutions before issues materially impact project performance.

Qualifications

  • 20+ years of progressive experience in heavy-civil, self-perform construction project management, including leadership responsibility for multiple concurrent projects and teams.
  • Deep expertise in earthwork, mass grading, and wet utilities (storm, sanitary, and water systems), with strong knowledge of erosion control, aggregate placement, and paving/concrete coordination.
  • Proven success representing a construction organization with general contractors, developers, and owners throughout project pursuits, preconstruction, and execution.
  • Demonstrated ability to build and scale field organizations, including recruiting, developing, and retaining high-performing superintendents, foremen, and craft professionals.
  • Experience leading regional operations through periods of growth, including workforce planning, resource forecasting, process standardization, and organizational development.
  • Strong analytical and operational judgment, with the ability to identify performance gaps and implement practical, field-driven solutions.
  • Proven leadership, coaching, and communication skills that build accountability, develop talent, and drive operational excellence.
  • Strong safety leadership record and commitment to maintaining a safety-first culture.
  • Proficiency with construction scheduling software and the ability to read and interpret civil plans, profiles, phasing plans, and construction documents.
  • Atlanta-based and willing to travel throughout the Southeast region.
  • Data center, mission-critical, or large-scale industrial site development experience preferred.
