Job Description

JOB PURPOSE

The Director of People & Culture is responsible for leading and overseeing all People & Culture functions within the hotel, including talent acquisition, learning & development, employee relations, administration, compliance, and organizational culture.

This role ensures that the hotel consistently attracts, develops, and retains a highly competent, motivated, and engaged workforce, aligned with Rixos brand values, Accor standards, and Vietnamese labor legislation. The Director of People & Culture acts as a strategic business partner to the General Manager and Executive Committee, balancing people strategy with commercial and operational objectives.

KEY RESPONSIBILITIES

1. People & Culture Leadership

  • Lead the end-to-end People & Culture function, covering recruitment, onboarding, performance management, learning & development, employee engagement, payroll coordination, and staff welfare.
  • Act as a trusted advisor to the General Manager and Department Heads on all people-related matters.
  • Foster a positive, inclusive, and high-performance culture in line with Rixos values and hospitality excellence.

2. Talent Acquisition, Performance & Rewards

  • Oversee manpower planning and recruitment in coordination with Department Heads to ensure timely hiring aligned with operational needs.
  • Ensure fair, competitive, and compliant remuneration and benefits structures; review market benchmarks annually.
  • Initiate, coordinate, and monitor annual performance evaluations across all employee levels.
  • Conduct exit interviews, analyze turnover trends, and propose retention strategies.

3. Personnel Administration & Compliance

  • Ensure accurate and compliant management of all personnel files, including hiring, transfers, promotions, resignations, and contract changes.
  • Ensure full compliance with Vietnamese labor law, work permits, visas, and regulations for expatriate employees.
  • Oversee insurance administration and promptly report any irregularities to Management.
  • Ensure all required hotel licenses related to human resources are obtained and maintained.

4. Organization Development & Policies

  • Ensure up-to-date job descriptions are in place for all positions and aligned with operational requirements.
  • Develop, implement, and continuously update People & Culture policies, procedures, SOPs, and internal regulations.
  • Ensure effective communication of policies, organizational changes, and key updates to all employees.

5. Employee Engagement & Welfare

  • Act as a counselor and trusted “people advocate,” supporting employees in both professional and personal matters when appropriate.
  • Organize employee engagement, social, and recreational activities in collaboration with Department Heads.
  • Oversee the organization, maintenance, and inspection of staff accommodation, ensuring proper living conditions and timely repairs.

6. Reporting & Cross-Functional Collaboration

  • Prepare monthly People & Culture reports as required by Management and Group standards.
  • Maintain accurate tracking of leave balances, public holidays, and deliver consolidated reports to Department Heads.
  • Coordinate closely with the Director of Finance on payroll matters when payroll is not directly handled by the People & Culture department.
  • Assume Duty Manager responsibilities when scheduled.

7. ISO & Integrated Management System Compliance

  • Ensure full compliance with the Integrated Management System (IMS), including Quality, Environment, Health & Safety, Food Safety, Risk Management, and Customer Complaint Handling in line with ISO standards (ISO 9001, 14001, 22000, 10002).
  • Actively participate in risk management, environmental protection, energy and water saving initiatives, quality improvement, and guest satisfaction programs.
