About this role

FreeBalance is seeking candidates under an Anticipatory Opportunity for a potential government digital transformation project in Sierra Leone. The GIS Technology Expert will provide technical leadership in the design, implementation, integration, and optimization of Geographic Information System (GIS) solutions, supporting the effective management and use of geospatial data within the project environment.
### Responsibilities:
  • Provide technical expertise on GIS technologies, platforms, and industry best practices.
  • Support the design, implementation, and maintenance of GIS solutions and spatial databases.
  • Analyze, manage, and visualize geospatial data to support project objectives and decision-making.
  • Collaborate with stakeholders to gather requirements and develop GIS-based solutions.
  • Support integration activities between GIS platforms and other enterprise systems.
  • Prepare technical documentation, reports, and knowledge transfer materials.
  • Provide guidance, training, and capacity-building support to client counterparts and project teams.
  • Assist in troubleshooting, system optimization, and continuous improvement of GIS applications and services.
  • ### Qualifications:
  • Bachelor's degree in Geographic Information Systems (GIS), Geography, Geomatics, Computer Science, Information Technology, Engineering, or a related field.
  • Professional certifications in GIS technologies, geospatial analysis, ArcGIS, QGIS, or related disciplines are considered an asset.
  • Minimum of five (5) years of professional experience working with GIS technologies and geospatial data management.
  • Experience with GIS platforms such as ArcGIS, QGIS, or equivalent solutions.
  • Demonstrated experience in GIS implementation, spatial data analysis, mapping, geodatabases, and related technologies.
  • Experience working on similar GIS-related projects, preferably within government, public sector, infrastructure, land administration, environmental management, or digital transformation initiatives.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work effectively with multidisciplinary teams and stakeholders.
