Role Summary

The Senior Manager, Cyber Security and Operations role leads, directs, and manages multiple teams providing technical support in protecting Vanguard's digital assets from all internal and external threats, overseeing cyber threat management, incident response, cybersecurity operations, and mitigation via cloud-based controls. The role also designs and tests secure systems, conducts audits, manages intrusion detection, and implements disaster recovery strategies to enhance infrastructure and information security.

Responsibilites
1. Hires, evaluates, and supervises crew. Provides guidance and training as necessary to develop crew. Sets performance standards, reviews performance, and makes informed compensation decisions in accordance with all applicable Human Resources policies and procedures.
2. Oversees and manages the development and delivery of IT security standards and best practices. Oversees incident investigations and advanced incident handling scenarios, including internal and external data breaches, abnormal network and host activity, and risk assessment derived from platforms or data-lakes. Ensures infrastructure devices are securely configured, known vulnerabilities are reported and suspicious activities are detected, investigated and properly dispositioned.
3. Serves as a leader, mentor, and subject matter resource for senior leaders. Divides and assigns workload and resolves complex ticket issues escalated by direct reports.
4. Designs and implements cyber security and operations procedures, and oversees a monitoring environment that aggregates and correlates security events from infrastructure devices and generates alerts for known or suspicious activities. Monitors the effectiveness of platform configuration and deployment controls and evaluates consistency of deployment of approved security baseline configuration standards. Identifies process gaps and recommends solutions to improve workflow and mitigate risk.
5. Oversees application development, database design, network and/or platform (operating system) efforts, and ensures security project teams comply with enterprise and IT security policies, and industry regulations.
6. Identifies known security vulnerabilities within the IT computing, cyber, and cloud infrastructure and provides current state and trending reports to key stakeholders. Develops and presents current state and trending reports for configuration compliance and known security vulnerabilities.
7. Provides additional security related services within enterprise-wide processes to reduce risk. Acts as a key stakeholder for IT governance teams where appropriate.
8. Oversees and leads multiple cross functional teams to address critical security risks to the business. Ensures that security risk related issues are appropriately addressed within the IT environment. Collaborates with key partners.
9. Participates in special projects and performs other duties as assigned.
10. Designs and tests secure systems, networks, and databases to protect infrastructure and sensitive information from cyber threats.
11. Conducts regular password audits, manages virus protection measures, and oversees robust intrusion detection systems.
12. Performs risk audits and delivers actionable recommendations for infrastructure and application security enhancements.
13. Implements and maintains disaster recovery and backup security strategies to support business continuity.

Qualifications and Skills

• Minimum 12 years of experience in cybersecurity operations or information security management, including at least 3 years in a senior leadership role.
• Bachelor’s degree (B.E./B.Tech) in relevant fields such as Computer Science, IT, Cybersecurity, or Information Systems, or a Master’s degree/Diploma in Information Security or Network Security.
• Solid experience with cyber threat management, secure infrastructure configuration, cloud security (AWS, Azure), and incident response frameworks.
• Hands-on experience with risk assessment, network forensics, penetration testing, and mitigation strategies.
• Strong command of SIEM platforms, vulnerability scanning tools, and threat detection systems (e.g., Splunk, QRadar, Tenable, Qualys).
• Proficiency in using JIRA, HP ALM, or TestRail for issue tracking and in managing Agile/Scrum-based projects with CI/CD integration.
