Position Summary
BB&E is seeking a dynamic and detail-oriented Facility Planner to join our team, supporting facilities and engineering planning for NAVFAC EURAFCENT at Naval Support Activity (NSA) Naples (Capodichino), Italy, with periodic travel to NSA Bahrain in support of the Bahrain rebuild effort. This position is contingent upon contract award, and there are two (2) openings.
Job Duties & Responsibilities
- Prepare regional plans and studies, including Regional Integration Plans, Functional Regional Shore Infrastructure Plans, special planning studies, and business case analyses
- Prepare installation plans and studies, including Installation Development Plans, Capital Improvement and Recapitalization Plans, Master Plans, Land Use Development Plans, and Shore Capability Area studies
- Develop and update Basic Facility Requirements (BFRs) and Facility Planning Documents (FPDs), including updates within iNFADS
- Perform Asset Evaluations to maintain data currency and update property records and the associated fields on FPDs
- Prepare site approval documents and manage the review and approval process, including safety and non safety site approvals and WEBSAR inputs
- Provide planning services, including OPNAVINST 11010.20J technical consultation and ADA investigations
- Develop MILCON Installation and PWD 1391 project development packages, including DD 1391 entries in PAX, project scope, ROM cost estimates, economic analyses, and site plans
- Develop Sustainment, Restoration, and Modernization (SRM) project development packages
- Support data calls, congressional taskers, tenant coordination, design reviews, and budget input and tracking
- Participate in conferences with project stakeholders and collaborate with other engineering and architectural disciplines to ensure coordination and integration with project requirements
Requirements
- ·U.S. Citizenship and the ability to obtain/maintain a NACI/CAC is required
- Navy Planning Systems: Comprehensive knowledge of the Navy Shore Facility Planning System (SFPS) and its major components, and knowledge of Navy e systems such as iNFADS, PAX, and ieFACMAN, is required
- Analytical Skills: Ability to analyze engineering, management, and economic data, develop appropriate alternatives, and identify benefits and liabilities, including working with abstract planning concepts that carry a high degree of uncertainty
- Location & Travel: Willingness to relocate to and reside in Naples, Italy, and to travel periodically to NSA Bahrain, is required
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: A minimum of seven (7) years of experience performing shore facility planning duties similar to those described above is required
- Education: A degree in an appropriate engineering, architecture, landscape architecture, or community planning discipline from a college or university, supplemented by a considerable amount of hands on facility planning experience, is required
