Key responsibilities of the position include, but not limited to:
• Investigations: Conduct interviews for departmental level investigations; assist and coordinate with
the City Attorney’s Office and Personnel Services; track cases, and prepare legal memos.
• Employee Action Forms (EAFs): Prepare, review, and process EAFs requiring Director or City Manager
approval; prepare all other department EAFs.
• Employee Support: Manage department interactive processes (IP) with Personnel Services; track
status of IP; track long-term absences, workers’ compensation, and fit-for-duty evaluations; serve as a
liaison between department and the Risk Division; confirm Payroll aligns with accommodation and/or
leave requests.
• Labor Relations: Ensure compliance with MOUs; assist with grievances; and partner with Personnel
Services and the Labor Division on departmental changes.

• Performance Management: Prepare and track evaluations; review supervisor/manager evaluations;
support employee development; and partner with the Training Division to ensure department staff attends
mandated training.
• Policies: Draft, review, and maintain department personnel policies for consistency and relevancy.
• Staffing & Recruitment: Oversee vacancies, certified lists, hiring processes, contingent offers,
reference checks, and onboarding; ensure department selection processes are consistent with City policy.
• Personnel Actions: Enter requests for position conversions, requisitions, job offers, and evaluation
data.
• Safety & Compliance: OSHA and safety compliance; conduct reasonable suspicion.
Current vacancies exist at the Fresno Animal Center and the Department of Public Utilities. This
classification exists throughout the City; therefore, the City may choose to utilize this recruitment to fill
future vacancies.
This is an unclassified position in which the incumbent serves at the will of the Department Director.

Qualifications
Qualified Candidates Must Possess:
- Graduation from an accredited college or university with a Bachelor's Degree in business administration,
public administration, or closely related field;
AND
- Four years of progressively responsible professional personnel, management, or administrative
experience. Additional qualifying experience may be substituted for the education on a year-for-year basis,
up to a maximum of two years. Copy of degree and/or transcripts must be uploaded to the application.
Possession and continued maintenance of a valid California Driver's License at time of appointment.
Candidates considered for hire must provide proof of a valid driver's license and current copy of their
driving record.
Qualified candidates certified for consideration will be required to successfully pass a Department
interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.
