Technical Delivery Manager

The Mission

Minka is looking for a Technical Delivery Manager based in Bogotá, Colombia, to lead the deployment of our real-time payment protocol and open banking infrastructure across Latin America. The successful candidate will be the principal bridge between our engineering talent and key external ecosystem participants, including major clearinghouses, central banks, and dominant financial institutions in the region. This critical role requires an authoritative leader with over ten years of tech sector experience who can navigate complex technical landscapes to deliver robust cloud-native payment switches. You will drive execution agility, optimise developer velocity, and ensure the seamless integration of modern web APIs with legacy banking cores. By orchestrating these multi-layered financial networks, you will directly accelerate financial inclusion and redefine the regional and international flow of real-time capital.

What You Will Do (Responsibilities)

You will own the entire technical delivery lifecycle for international-scale real-time payment rails and shared transactional ledger implementations. Your daily work will centre on translating strategic product roadmaps into structured, high-velocity engineering sprints utilising strict Agile methodologies. You are expected to proactively identify, mitigate, and resolve systemic architectural bottlenecks and technical risks before they impact project timelines. You will also be managing the complex technical onboarding and testing scripts for network participants which will be a core focus of your position. You will collaborate closely with internal infrastructure teams to enforce world-class data security standards like ISO 27001:2022 across all platforms. Additionally, you will maintain highly transparent reporting lines with executive stakeholders to coordinate smooth technical deployments.

Requirements

Candidates must possess a minimum of ten years of proven experience leading large-scale technical projects or software engineering programs. At least five years of your career must be rooted in payments infrastructure engineering, core banking systems, or financial clearing networks. Deep architectural knowledge of RESTful APIs, microservices, and distributed ledger technologies is required to guide our development cycles effectively. Having practical familiarity or prior experience with Node.js environments is highly valued and will be considered a significant plus for this position. You need an expert-level command of Agile and Scrum principles, including hands-on mastery of collaborative project management tools. Exceptional communication skills are necessary to manage intensive, client-facing relationships with central banking authorities and financial regulators. Professional fluency in both English and Spanish is essential for coordinating between our European technical hubs and Latin American markets.
