Job Description
We are seeking a dedicated and detail-oriented HSE Engineer to join our Project Management Team for a real estate development project in Riyadh, Saudi Arabia. In this pivotal role, you will be responsible for developing, implementing, and maintaining comprehensive Health, Safety, and Environment programmes throughout the project lifecycle to protect our workforce and ensure compliance with local Saudi regulations and global best practices. Working closely with the Project Management Team, you will collaborate across all project levels—from site teams to project stakeholders—to foster a proactive safety culture whilst driving continuous improvement in operational excellence. - Develop, implement, and monitor HSE policies, procedures, and programmes tailored to the project phases in accordance with Saudi Arabia's labour laws and international standards; conduct regular inspections to ensure compliance with PPE usage and safe work procedures
- Conduct comprehensive risk assessments and hazard identification across all project development phases, from site acquisition through construction and handover; recommend and enforce effective mitigation strategies specific to the project environment
- Lead incident investigations on the project site, perform root cause analysis, and implement corrective and preventive actions with transparency and thoroughness
- Interface collaboratively with the Project Management Team, contractors, clients, and project stakeholders to ensure HSE requirements are clearly understood; prepare and deliver engaging HSE training, inductions, and awareness campaigns for all levels
- Maintain accurate and organised records of inspections, audits, incidents, and training activities; liaise with government agencies and regulatory bodies to ensure timely submission of statutory reports and documentation
- Coordinate emergency response planning specific to the project site, conduct regular drills, and ensure organisational readiness for potential incidents
- Track and analyse HSE performance metrics throughout the project; prepare comprehensive reports for the Project Management Team and project clients to support data-driven decision-making and continuous improvement
- Support HSE budget management and cost control initiatives for the project; prepare cost estimates for safety equipment, training programmes, and compliance initiatives as directed by the Project Management Team
Qualifications
- Bachelor's degree in Occupational Safety and Health, Environmental Science, Engineering, or a related field
- 3-8 years of relevant HSE experience in real estate development projects (mandatory requirement)
- Currently based in Saudi Arabia with valid work visa or residency status
- Proven track record of implementing HSE programmes on real estate construction and development sites
- Excellent written and verbal communication skills with the ability to effectively communicate safety expectations and influence behaviour at all organisational levels
- Strong analytical and problem-solving capabilities with demonstrated ability to conduct site inspections, audits, and assessments with meticulous attention to detail
- Proficiency in Microsoft Office Suite and HSE management systems
- In-depth knowledge of Saudi Arabia's labour laws, regulations, and HSE requirements
- Leadership and team management capabilities with the ability to work collaboratively in multicultural environments and build strong relationships across diverse teams
- Strong organisational and time management skills with the ability to prioritise multiple initiatives effectively
- Ability to make decisive decisions whilst maintaining transparency and ethical standards
