Commercial Operations Proposal Manager | IT / Utilities | Dallas or Fairfield CA

Job Description

CRD Careers is hiring on behalf of a global engineering & technology powerhouse in the energy infrastructure space.

You’ll own:

• Proposal development & bid strategy
• Costing, scheduling, and risk modeling
• Cross-functional alignment between sales + delivery teams
• Customer-facing technical presentations
• Clean handoff from sales (ITO) → execution (OTR)

Core Impact Areas

• Build and shape technical proposals, bids, and delivery models
• Own costing, scheduling, risk, and estimation accuracy
• Partner with engineering + delivery teams to align execution plans
• Lead customer-facing proposal presentations + negotiations
• Improve estimating tools, WBS frameworks, and delivery methodologies
• Ensure clean ITO → OTR transition (sales to execution handoff)
• Manage third-party delivery partners and sourcing alignment

Qualifications

• 5–7+ years in software implementation / project delivery / systems engineering
• Experience in utilities / energy / grid modernization environments
• Exposure to:
  EMS | DMS | OMS | ADMS | GIS | SCADA
• Strong background in:
  • Project management
  • Technical proposal writing / tendering
  • Cross-functional delivery environments
• Tools: Excel, PowerPoint, Salesforce, MS Project (or similar)

• Title: Commercial Operations Project Delivery Proposal Manager
• Location: Fairfield, CA or Dallas, TX (Onsite, hybrid flexibility occasional WFH)
• Travel: Up to 20%

• Salary: $170K – $190K base + bonus eligible
