Co-Development Business Unit is hiring for Systems Engineer (Full Stack).

What will you do?
We are seeking a Systems Engineer (Full Stack) with strong foundations in cloud infrastructure, DevOps, and system integration, complemented by hands-on expertise in full stack engineering and scalable platform development.
As you will be working on a full stack engineering role focused on building and operatingAPIs and microservices, core competencies such as cloud platforms, DevOps practices, and backend/frontend engineering are mandatory foundations.
Operating at the intersection of full stack development, cloud infrastructure, and platform engineering, this role drives the design, delivery, and operation of scalable backend services and APIs for Singapore’s Land Transport Authority, ensuring solutions are built with engineering rigor, tested thoroughly, and operated with production reliability.
Full Stack Development & Delivery
- Design and build RESTful and event-driven APIs, microservices, and backend platforms using ECMAScript (TypeScript/JavaScript), Go, and Python
- Implement CI/CD pipelines for automated testing, build, and deployment of services on AWS
- Deploy and operate containerised services on Kubernetes (EKS); manage service configuration, health checks, and rolling deployments
- Translate stakeholder needs into well-defined API contracts, data models, and system requirements with full traceability
- Integrate backend services with LTA’s existing infrastructure, databases, message queues, and third-party APIs ensuring seamless interoperability
- Write clean, well-tested, production-grade code with thorough unit and integration test coverage
- Automate data pipelines and workflow orchestration using AWS services and Infrastructure as Code
- Foster cross-functional collaboration among product managers, designers, security teams, and operations staff
Production Implementation & Operations
- Deploy and operate production-ready microservices and platform APIs at scale across LTA infrastructure on AWS
- Build and manage Kubernetes workloads with containerisation, monitoring, and automated health checks
- Implement comprehensive monitoring, logging, and alerting for production backend services
- Integrate platform services with LTA’s APIs, databases, message queues, and network systems
- Optimise system performance, API response times, and throughput to meet latency and scalability requirements
- Participate in architecture and design discussions, contributing to platform scalability and service design decisions
- Implement security, compliance, and data governance including PDPA compliance, encryption, and access controls
System Integration & Maintenance
- Maintain and troubleshoot deployed infrastructure with systematic debugging and root cause analysis
- Monitor system health, implement automated remediation, and respond to production incidents
- Manage service versioning and release pipelines ensuring reproducibility and rollback capabilities
- Provide technical support for infrastructure, networking, and backend service performance issues
- Collaborate with operations teams ensuring reliability, uptime SLAs, and operational excellence
Requirements
What are we looking for?
- Bachelor’s degree in Computer Science, Engineering, Information Systems, or related technical field (required)
- Master’s degree in Computer Science, Software Engineering, or related field (preferred)
- AWS certifications: Solutions Architect Associate/Professional, Developer Associate, DevOps Engineer Professional
- Kubernetes certifications: CKA, CKAD
- HashiCorp Terraform Associate or equivalent IaC certification
- Other relevant technical certifications
- Core Full Stack Engineering (Required)
- Cloud Platforms: AWS infrastructure and services including EC2, S3, Lambda, VPC, IAM, CloudWatch, ECS/EKS; cloud architecture for compute, storage, networking, and security
- DevOps & Automation: Git version control, CI/CD pipelines, Infrastructure as Code, Docker containerization, Kubernetes orchestration, automated testing and deployment strategies
- Systems Integration: RESTful API design and development, data pipelines and ETL processes, database integration, networking fundamentals, distributed systems and microservices
- Programming: ECMAScript/TypeScript (required), Go (required), Python (required); production-grade practices including automated testing, structured logging, and API documentation
- Platform & Full Stack (Preferred)
- Frontend: React or similar modern frontend framework; responsive design; REST/GraphQL API consumption; basic UI/UX sensibility
- Kubernetes & Platform: Kubernetes workload management (preferred); Helm charts; service mesh concepts; AWS EKS; infrastructure provisioning with Terraform or CDK
- Observability & Quality: Structured logging, distributed tracing, metrics dashboards (CloudWatch, Datadog, or similar); test pyramid understanding; code review practices
- Application Domains
- Backend API and microservices platform development for public-facing and internal-facing LTA systems
- Cloud-native service integration with AWS-hosted infrastructure and government platforms
- Experience with transportation, smart city, or public sector digital services is a strong plus
- Strong systems-thinking mindset to decompose complex problems into modular solutions
- Excellent communication and stakeholder management translating technical concepts to non-technical audiences
- Ability to balance technical depth with production delivery and operational reliability
- Proactive, collaborative, and adaptable in fast-evolving technical environments
- Documentation expertise: technical documentation, architecture diagrams, runbooks, API documentation
- Mentoring and knowledge transfer capabilities
- Agile/project management experience
- 2–4 years hands-on experience as a full stack or backend engineer building production services with ECMAScript/TypeScript, Go, or Python on cloud platforms
- Proven track record shipping and operating production APIs and services on AWS with reliability, monitoring, and incident response
- Strong foundation in API design, microservices architecture, databases, and distributed systems
- Demonstrated experience delivering full stack features end-to-end from API design through deployment and monitoring
- Kubernetes experience (CKA/CKAD certified or equivalent practical experience) is highly valued
- Contributions to open-source projects or portfolio of shipped software products is a plus
- Government or public sector project experience with compliance requirements advantageous
- Portfolio or GitHub demonstrating shipped software — APIs, services, or full stack applications
- Ability to work with non-technical stakeholders and translate complex technical concepts clearly
- Understanding of data privacy, security, and compliance in government contexts
- Problem-solving mindset with ability to work independently and in cross-functional teams
- On-call availability for production infrastructure support on rotation basis
- Ability to respond to incidents with systematic troubleshooting under pressure
Work Arrangement
- Hybrid work model: 3 days onsite at LTA per week, 2 days remote work
- Flexibility required: Must be available onsite on remote days if meetings or operational needs arise
- Location: Land Transport Authority offices, Singapore; occasional visits to GovTech HQ
- Collaboration: Regular interaction with LTA stakeholders, operations teams, and cross-functional project teams
