What You'll Do:

The COE Manager serves as the primary point of accountability for the Court-Ordered Evaluation (COE) program and associated Title 36 civil commitment processes. This role is responsible for overseeing and coordinating all aspects of the COE workflow, ensuring compliance with legal requirements, court deadlines, county reporting standards, and organizational policies.

The COE Manager tracks and monitors patients for whom a Court-Ordered Evaluation has been requested, ensuring timely filing of court documents and effective prioritization of patients requiring transfer to evaluating facilities. The position works closely with psychiatrists, clinical teams, legal stakeholders, and county agencies to facilitate evaluations, coordinate court appearances and hearings, and ensure all required documentation is completed accurately and submitted within established timelines.

In addition, the COE Manager oversees witness screening, subpoena coordination, and communication with the Clerk of Court and other judicial entities. The role is responsible for maintaining program integrity through accurate data management, regulatory reporting, performance tracking, and continuous process improvement initiatives. The COE Manager monitors key program metrics, identifies operational challenges, and implements solutions to improve efficiency, compliance, and patient outcomes.

This position requires independent judgment, strong operational leadership, and the ability to navigate complex legal and clinical situations. Due to the nature of court proceedings and civil commitment statutes, the COE Manager must make decisions consistent with applicable laws and regulations while supporting the best interests of patients and Connections Health Solutions. The role frequently operates with a high degree of autonomy and serves as a subject matter expert on COE processes, compliance requirements, and program operations.

Title 36 Program Oversight & Compliance:

  • Oversee all Title 36 Court-Ordered Evaluation (COE) program operations and serve as the primary subject matter expert for involuntary evaluation processes in partnership with Operations leadership.
  • Ensure compliance with Title 36 statutes, court requirements, county regulations, and organizational policies governing civil commitment processes.
  • Monitor and maintain the integrity of court proceedings and ensure all activities meet established Clerk of Court and County standards.
  • Serve as the primary organizational liaison for external agencies regarding Title 36 processes and requirements.

Court Coordination & Legal Operations:

  • Manage the tracking and oversight of patients for whom a Court-Ordered Evaluation has been requested, including Emergency Applications for Admission and Non-Emergent Petitions for Court-Ordered Evaluation.
  • Serve as the primary point of contact between medical providers and the legal court system to resolve barriers and facilitate timely case progression.
  • Ensure timely completion, submission, and legal filing of court documents in accordance with statutory deadlines and Clerk of Court requirements.
  • Prepare witness documentation, coordinate witness participation, and facilitate subpoena issuance on behalf of the Clerk of Court.
  • Coordinate, schedule, and attend court hearings while serving as the organizational representative for court-related proceedings.

Clinical & Operational Partnership:

  • Collaborate with Social Services staff to ensure accurate completion of petitions and supporting legal documentation.
  • Partner with psychiatrists and clinical providers to ensure evaluations, reports, and legal filings are completed accurately and within required timelines.
  • Work closely with Clinical Operations teams to provide required documentation and reports to county partners and regulatory entities.
  • Collaborate with operational leaders to prioritize admissions to evaluating hospitals and address barriers impacting patient flow and timely evaluations.

Program Performance & Continuous Improvement:

  • Develop, monitor, and report key performance indicators (KPIs) and operational metrics related to COE program performance.
  • Analyze data trends and operational outcomes to identify opportunities for improvement and ensure compliance with contractual and regulatory requirements.
  • Conduct root cause analyses and implement solution-focused process improvements to address negative trends and enhance program effectiveness.
  • Support the development, monitoring, and reporting of contract deliverables and performance measures for internal leadership, county stakeholders, and behavioral health authorities.

Training, Education & Stakeholder Engagement:

  • Partner with Operations and Learning & Development teams to develop and deliver internal and external Title 36 training programs.
  • Serve as a resource and subject matter expert for clinical, operational, and community stakeholders regarding Court-Ordered Evaluation processes and requirements.
  • Foster collaborative relationships with county partners, legal representatives, healthcare providers, and regulatory agencies to support program success.

Reporting & Administrative Management:

  • Prepare and distribute daily, weekly, monthly, and ad hoc reports required for operational oversight, legal compliance, and contractual obligations.
  • Maintain accurate records and documentation to support regulatory audits, court proceedings, and organizational reporting requirements.
  • Support program administration activities necessary to ensure 24/7 operational readiness and compliance with court-mandated timelines.

Additional Responsibilities:

  • Perform all other duties and responsibilities as assigned.

What You'll Bring:

  • Bachelor's degree required, preferably in Social Work (BSW), Psychology, Counseling, Rehabilitation, or related field
  • 5 years behavioral health care and client care coordination responsibilities
  • Notary license required
  • Proficiency in Microsoft Office Software, Electronic Health Records, Health Information Exchange Systems
  • Safely perform physical interventions (e.g., standing, pivoting, reaching, kneeling, lowering to the floor, and supporting another person's weight
  • Lift, push, pull, or carry up to 50 lbs. occasionally
  • Tolerate prolonged walking, standing, and observation in a fast-paced environment
  • Work with individuals who may exhibit agitation, aggression, or unpredictable behavior
  • Ability to demonstrate awareness and respect for cultural, lifestyle, age, gender, and sexual orientation diversities of clients and staff; apply knowledge of age, gender, and multi-cultural counseling skills.
  • The Company has a mandatory vaccination policy. All successful applicants must be fully vaccinated, including showing proper documentation, or otherwise be exempt pursuant to the Company’s exemption process prior to their start date as a condition of employment.

It would be great if you had:

  • Master's degree in Social Work, Legal Studies, or Nursing
  • 10 years of behavioral health care and client care coordination and responsibilities
  • Demonstrated A.R.S. Title 36 legal system experience
