The Quality Assurance Engineer, NDE Level III Professional, is responsible for assisting the QAD with the maintenance and execution of Hayward Tyler’s Quality Assurance Program’s.  The QA Engineer, NDE Level III Professional, will ensure that program maintenance activities (e.g. NDE, training, audits) are performed and documented as required and that the program requirements are updated as necessary to comply with changes in the governing Codes, rules, and regulations.  Your expertise and diligence will be critical in upholding the company's reputation for excellence and regulatory compliance.

We are seeking an experienced and certified NDE Level III Professional to oversee, develop, and implement Non-Destructive Examination operations. In this role, you will be the technical authority ensuring all manufacturing processes and fabricated components comply strictly with ASME Boiler and Pressure Vessel Code (B&PVC), specifically Section III and Section VIII, as well as our future Military/Navsea program. You will also be responsible for the qualification and certification of Level I and Level II personnel internal to HTI.

Job Description and Duties

### Responsibilities

Quality Program’s:

  • Monitor, implement, and maintain the company's Quality Assurance Program’s in accordance ASME Boiler and Pressure Vessel Code, Section III, Division 1 and 5, Section VIII Div. 1 and 2, military/navsea program, 10CFR50 Appendix B, 10CFR21, and Nuclear Regulatory Commission (NRC) rules and regulatory guides.
  • Primary role will be Level III NDE activities at HTI. Certification in methods by ASNT are required. The primary methods HTI requires are VT and LP. Additional methods would be MT and UT, we subcontract radiography currently.
  • Code & Regulatory Compliance: Interpret and enforce the requirements of ASME Section III and ASME Section VIII (Divisions 1 and 2), as well as ASME Section V (Nondestructive Examination).
  • Procedure Development: write, review, qualify, and approve NDE procedures, work instructions, and techniques to ensure defect detection and proper component acceptance/rejection.
  • Establish acceptance criteria where none are available, based on a practical background in applicable materials, fabrication, and product technology.
  • Personnel Qualification: develop and maintain the company’s written practice. Administer examinations, and train, qualify, and certify NDE Level I and Level II personnel in accordance with SNT-TC-1A.
  • Technical Authority: Serve as the primary point of contact for Authorized Inspection Agency (AIA), addressing NDE-related aspects of audits/surveys, non-conformances, corrective actions, and design/fabrication issues.
  • Examination Execution: Perform or directly oversee complex NDE examinations (e.g., RT, UT, MT, PT, or VT) when required and perform final review of examination data and reports.
  • Equipment Calibration & Traceability: Ensure all NDE equipment, calibration blocks, and supplies comply with ASME Section V, military/navsea, and project-specific requirements.
  • Either have current Lead Auditor credentials or be willing to train to become a Lead Auditor.
  • Manage the approved supplier list (ASL), conducting the audits or surveys and documenting the annual reviews.
  • Lead or participate in audits of HTI by customers or regulatory agencies being an additional resource with the auditor(s) during the entire audit process.
  • Conduct periodic internal audits to assess the effectiveness of the Quality Program to ensure we are always audit ready.
  • Other duties as required.
  • ### Qualifications
  • Due to Federal Contract requirements, US Citizenship is required for this position.
  • Bachelor’s degree in Engineering, Quality Assurance, or a related field.
  • Proven experience in compliance programs related to 10CFR50 Appendix B and NQA-1 in a manufacturing environment.
  • In-depth knowledge of nuclear regulatory requirements, as well as 10CFR50 Appendix B, 10CFR21 and experience with maintaining a robust quality program.
  • Strong analytical and problem-solving skills, with the ability to conduct risk assessments and propose effective solutions.
  • Strong technical writing ability for authoring procedures, and excellent verbal communication for liaising with third-party inspectors, engineering staff, and shop floor technicians.
  • Excellent communication and interpersonal skills, with the ability to collaborate with cross-functional teams and conduct training sessions.
  • Attention to detail and a Commitment to the highest quality standards, particularly concerning nuclear safety culture and pressure equipment integrity.
  • Travel can be expected at 10-30% yearly.
  • ### Physical & Environmental Demands
  • Must be able to occasionally maneuver in, around, and under pressure vessels, piping systems, fabricated structures, equipment, and other items.
  • Be able to lift 50 pounds safely.
  • Must be able to differentiate colors and have vision (with or without correction) that meets code requirements.
  • Travel overseas and outside of the continental US.
