This role involves overseeing environmental impact assessments, monitoring environmental performance, and collaborating with internal teams and external authorities to implement best practices aligned with global environmental standards. Responsibilities
- Review and approve environmental plans for all contractors and projects operating within PMIA (terminals, airside, landside, utilities) and ensure compliance with Tibah and GACA requirements.
- Oversee greenhouse gas emissions, energy and water consumption, and waste management programs at the airport, and propose reduction initiatives supporting Tibah sustainability goals.
- Develop and maintain the Airport Environmental Management Plan (AEMP) covering air quality, noise, waste (including catering and aircraft waste), wastewater, chemicals, and wildlife hazard considerations.
- Coordinate and monitor external environmental services (air quality/noise monitoring, waste contractors, wastewater, hazardous waste), ensuring SLAs and legal obligations are met.
- Conduct or coordinate Environmental Impact Assessments (EIA) and environmental studies for new infrastructure, expansion, or operational changes required under the concession and local regulations.
- Perform regular inspections and audits in airside and landside areas to verify compliance with environmental requirements and Tibah HSSE procedures, and follow up on corrective actions.
- Maintain environmental registers (aspects and impacts, legal register, chemicals register, waste register) and ensure required licenses and permits are up to date.
- Prepare periodic environmental performance reports (monthly, quarterly, annual) for internal management, board/ESG reporting, shareholders, and regulatory bodies.
- Provide environmental expertise to airport master planning, design reviews, and CAPEX projects, aligning with sustainable airport and green building standards where feasible.
- Support the development of community and stakeholder communications on environmental topics (e.g., noise, air quality, waste, sustainability initiatives) in coordination with Corporate Communications and GACA requirements.
- Deliver awareness sessions and toolbox talks for Tibah staff, airport stakeholders (airlines, ground handlers, catering, tenants), and contractors on environmental responsibilities and procedures.
- Participate in HSSE incident investigations where environmental aspects are involved (e.g., fuel/chemical spills, sewage incidents, wildlife events) and ensure lessons learned are implemented
Requirements
- Bachelor’s degree in environmental engineering, Environmental Science, Environmental Management, or related discipline.
- Minimum 5–7 years of experience in environmental management, preferably in aviation, transportation, industrial facilities, or large infrastructure projects in KSA or GCC.
- Strong knowledge of Saudi environmental regulations, GACA requirements, and awareness of ICAO environmental policies (noise, emissions, waste, wildlife, climate).
- Experience in environmental monitoring, reporting, and audits, including dealing with contractors and service providers.
- Experience with EIAs or environmental studies, ideally for airports or similar infrastructure.
- Professional certifications (e.g., ISO 14001 Lead Auditor, NEBOSH Environmental, sustainability credentials) are preferred.
- Arabic and English fluency (written and spoken).

The Government of Saudi Arabia realized from the outset the importance of the private sector as an economic development partner, and the civil aviation sector is ambitious; having ideal investment factors. The Kingdom of Saudi Arabia is a country with an important geographical location and a unique religious significance in the Muslim world. Furthermore, due to its economic strength and openness, investments in the sector are attracted to the belief that they will be successfully developed. Given the importance and the role of the air transport sector in the service of pilgrims and visitors to the Prophet's mosque, the government was directed to transform Prince Mohammad Bin Abdulaziz Intl. Airport in Madinah to a world-class airport. In this context, international participation was ensured in this project, the first Public-Private Partnership (PPP) project in KSA; with an ambitious plan to modernize and expand the airport with private sector participation under the long-term concession. Ten international, regional, and local firms submitted qualification applications. Four consortia ultimately submitted bids on 8 August 2011. Technical bids were evaluated and scored before opening financial bids. After determining a final score, Tibah was awarded the concession. On 29/10/2011 the Build, Transfer, and Operate Agreement (BTO), was signed between the GACA and Tibah to initialize the first airport project in the Middle East to be fully built under PPP. The project was inaugurated on 2nd July 2015 by The Custodian of the Two Holy Mosques King Salman bin Abdulaziz al Saud, in the presence of other major dignitaries from the kingdom. The $1.2 billion expansion plan consists of a three-level terminal covering over 156,940 square meters with 16 aircraft stands and boarding bridges.
