About the Role

Base is hiring a Government Affairs Lead to monitor the legislative environment across the country, build relationships at the state and local level, and spearhead policy changes as we expand across the country. This is a senior, high-ownership role on a small team - the person who takes it will help set the legislative strategy, build the coalitions, and manage internal and external resources to effect change.

 

Base operates in a heavily regulated environment. Every state we enter has its own legislative dynamics, powerful stakeholders, and interconnection requirements. As we scale from a handful of active markets to dozens, the ability to shape favorable policy, educate stakeholders, and move fast in new markets is a core competitive advantage. You'll be a member of the Legal, Regulatory, Policy Team and will work closely with our operating teams to compound that advantage.

 

What You’ll Do

 
  • Help set Base’s government affairs strategy at the state and local level - setting priorities, building relationships with regulators and stakeholders, and driving outcomes that expand where and how Base can operate.

  • Monitor legislative efforts across the country, while diving deeper into a dozen or so active and target markets; assess business-model impact, and translate findings into recommendations.

  • track legislation nationally, with deeper level of involvement in approx a dozen states, assisted by contract lobbyists

  • Draft legislation, testimony, comment letters, and position papers; manage external lobbyists and advocacy partners to advance state-level priorities.

  • Build coalitions with industry groups, consumer advocates, and other stakeholders to advance policy positions relating to distributed energy resources.

  • Represent Base at conferences, legislative hearings, and industry forums; develop briefing materials and policy papers that position Base as a credible voice on grid modernization and distributed energy.

 

What You'll Bring

 
  • 7+ years of experience in government affairs, public policy, or lobbying - with a track record of advancing legislation; experience in energy, utilities, or a related infrastructure sector is a plus, but we would welcome any candidate with significant experience.

  • Deep knowledge of state legislative processes; existing relationships with legislators or other relevant stakeholders.

  • Familiarity or involvement with organizations where state legislators develop model policies.

  • Excellent presentation, written, and oral communication skills - you can effectively advocate for Base priorities before legislators, write comment letters for hearings or one-pagers for Base teams, and build coalition pitch decks.

  • Self-starter instincts with strong project management skills; comfort holding multiple state workstreams simultaneously, managing outside lobbyists, and operating without a large support network as we build one over time.

 

About this Team

Policy is a small, high-ownership function inside Legal, Regulatory, and Policy (LRP). We exist to shape the rules of the road - working with state legislatures, utility commissions, and federal agencies to build a regulatory environment where distributed energy resources can compete on a level playing field. Our work sits at the intersection of policy, politics, economics, and grid infrastructure, and the outcomes we drive determine which markets Base can enter, how fast, and on what terms.
