Overview

We are seeking an experienced Programmer Analyst 3 to support the development, enhancement, and maintenance of multiple enterprise .NET applications. This short-term contract opportunity is ideal for a highly skilled .NET developer with strong SQL Server expertise who thrives in a collaborative government technology environment and can contribute to mission-critical public health systems.

Job Description

The Programmer Analyst 3 will work as part of the Virginia Department of Health's Office of Information Management team to develop, maintain, and enhance multiple web-based applications built on Microsoft .NET technologies. This role will support the continued modernization and maintenance of critical business systems through full-stack application development, database design, and ongoing application support.

The successful candidate will contribute technical expertise in ASP.NET MVC, .NET Core, C#, JavaScript technologies, and SQL Server development while collaborating with stakeholders, project teams, and business users to deliver high-quality software solutions that support public health operations across the Commonwealth of Virginia.

Responsibilities

Application Development

  • Design, develop, maintain, and enhance ASP.NET MVC and .NET Core applications
  • Build and support enterprise web applications using C# and Microsoft .NET technologies
  • Develop responsive user interfaces utilizing HTML, JavaScript, and jQuery
  • Participate in application architecture, design, and implementation activities
  • Troubleshoot and resolve application defects and performance issues

Database Development

  • Design, develop, and maintain SQL Server databases and related objects
  • Create and optimize SQL queries, stored procedures, and database structures
  • Support database design and data management initiatives
  • Ensure application and database performance meet operational requirements

Technical Documentation & Quality

  • Produce clear technical documentation and system specifications
  • Maintain development standards and coding best practices
  • Support testing, deployment, and maintenance activities
  • Participate in code reviews and quality assurance processes

Collaboration & Operational Support

  • Collaborate with project teams, business stakeholders, and technical staff
  • Participate in project planning sessions, meetings, and technical discussions
  • Provide ongoing support for existing applications and enhancements
  • Contribute to project delivery within established timelines and requirements

Requirements

Minimum Qualifications

  • 8 years of experience in C# .NET web application design and development
  • 8 years of experience with SQL Server 2019+ including SQL programming and database design
  • 5 years of experience with JavaScript and jQuery
  • 5 years of experience demonstrating strong communication and technical documentation skills
  • Experience with web design and development
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future
  • Must physically reside within the United States for the duration of the assignment
  • Must be a local candidate able to attend onsite interviews in Richmond, Virginia
  • Must be willing and able to work onsite when requested
  • Must be available for a second onsite interview if requested
  • Must not have been previously submitted to VDH .NET requisitions

Preferred Qualifications

  • 1 year of experience with GitLab and DevSecOps practices
  • 2 years of experience working in Agile development environments
  • 2 years of experience with Microsoft M365 technologies, Azure Cloud, and Power Platform
  • 3 years of experience with Telerik
  • Experience supporting modern cloud-based Microsoft technology environments

This is a 1099 Contract role.
