Key External Contacts/Relationships: External stakeholders for HALO’s Weapons and Ammunition Management work. These may be militaries, national mine action authorities, standards bodies, etc.
Job Purpose: Provides expert technical leadership in ammunition lifecycle management, ensuring safe storage, handling, and disposal in line with international standards across global programmes. Delivers training, oversight, and technical support to improve ammunition safety and reduce risk in high-hazard environments.

To date, HALO’s global WAM projects have built and refurbished 344 armouries and explosive storage facilities, marked and registered over 61,000 weapons, and trained nearly 1,500 national security force personnel in safe storage and disposal of at-risk weapons and ammunition.
About the role:
The HALO Trust is seeking a Senior Ammunition Technical Specialist to provide global technical leadership in Weapons and Ammunition Management (WAM), supporting the safe lifecycle management of ammunition in accordance with international standards. The role ensures effective implementation of Physical Security and Stockpile Management (PSSM) practices, strengthening operational safety and risk reduction across all programmes.
The position delivers technical oversight, training, and mentorship to international and host nation partners, while supporting the development of national capacity for ammunition governance and inspection systems. The position will also provide support to internal HALO programme activities as required. The role reports directly to the Global EOD and IEDD Technical Manager and contributes to improving global ammunition safety and reducing the risk posed by unsafe stockpiles.
Responsibilities:
- Design and deliver advanced ammunition technical training programmes aligned with IATG, IMAS, and MOSAIC standards for security forces and The HALO Trust personnel.
- Conduct technical risk assessments of ammunition storage sites and produce detailed reports with mitigation recommendations.
- Provide specialist advice on ammunition lifecycle management, including segregation, transport, disposal, and stockpile optimisation.
- Lead technical inspections and certify ammunition storage facilities, ensuring compliance with international safety standards.
- Deliver technical input and impact assessments following ammunition-related incidents, including unplanned explosions at munition sites.
- Oversee safe assessment, segregation, and disposal of ammunition stockpiles in complex operational environments.
- Mentor and develop host nation personnel in ammunition management and regulatory oversight.
- Manage and supervise junior Ammunition Technical Specialists, ensuring technical quality, consistency, and professional development across deployments.
- Support the establishment and strengthening of national ammunition and explosives inspectorate structures.
- Lead the development and standardisation of global PSSM training materials, procedures, and technical guidance.
- Provide ongoing technical support to field programmes to improve safety, compliance, and operational effectiveness.
- Collaborate with internal and external stakeholders to ensure consistent application of global ammunition management standards.
- Provide technical expertise to support accident, incident and near miss investigations as required.
- Research new or new to HALO explosive ordnance hazards and produce technical briefings and documentation to support HALO’s operations.
- Assist with training of internal HALO personnel as required.
- Any other tasks required and defined by the Global EOD/IEDD Technical Manager.

Requirements
Essential Requirements:
- Proven track record as an Ammunition Technical Officer, Technician, or Specialist with at least 10 years of experience in ammunition lifecycle management. Equivalent to IATG Level 5 Inspector Explosives.
- In-depth knowledge and application of the International Ammunition Technical Guidelines (IATGs) in challenging environments.
- Strong understanding of ammunition storage and handling procedures.
- Exceptional communication and interpersonal skills to build effective relationships with diverse stakeholders.
- Proven analytical and problem-solving abilities to address complex challenges.
- Proven record of delivering excellent quality training in challenging conditions.
- Advanced IT proficiency.
- Fluency in English (minimum B2 CEFR).
- IMAS (+) Level 3 Explosive Ordnance Disposal.
- Previous work with host nation military/police forces.
Desirable Requirements:
- IMAS Level 3 + Improvised Explosive Device Disposal.
- IMAS Level 3 + Chemical Weapon Disposal.
- Instructional qualifications.
- Experience working in harsh and remote environments.
- Knowledge of Small Arms Light Weapons disposal.
Physical Requirements for the role:
- The successful candidate will need to be physically robust and able to operate in, at times, challenging field conditions.
Travel Requirements
- The role will include frequent overseas travels of at least 25 weeks in each calendar year to deliver training, technical advice and quality assurance.
