Project Controls Specialist III - Capital Program Cost Controls (LAWA)

CLMI Group is seeking a Project Controls Specialist III – Capital Program Cost Controls professional to support Los Angeles World Airports (LAWA) on one of the largest active aviation capital programs in the country. This is a senior-level, high-visibility role embedded within LAWA's Capital Program team at LAX.
The Project Controls III will perform independent analysis of cost and contract performance across a multi-billion dollar capital program, develop programmatic controls policies, and collaborate with finance, estimating, risk, and construction teams to ensure program-wide cost integrity.
Duties:
- Using LAWA’s PMIS and other sources, reviews cost and contract performance of the Capital Program and reports variances and risks
- Develops programmatic policies, procedures, and reports to ensure proper cost controls across the Capital Program
- Performs independent analysis of project cost and contract performance throughout the project life cycle, including budgeting, invoice processing, progress reporting, resource management, and closeout
- Assists in the development of and administers LAWA’s Program Services Budget
- Collaborates with the Program Risk Manager to properly calculate and report project and programmatic risks
- Develops tools and coordinates cost recording, monitoring, and reporting practices for compliance with applicable standards, accuracy, and consistency
- Assists and trains cost engineering staff across the Capital Program
- Collaborates with Finance and the Estimating team on the Asset Register and project Capitalization
- Collaborates with Controls staff on Expenditure Forecasting
- Supports controls efforts to respond to internal and external audits
- Performs other related duties as assigned
Requirements
- 15 or more years of full-time, paid professional project controls experience, preferably on airport or large-scale aviation projects
- Previous project controls experience on a large-scale, multi-million dollar construction project required; experience on a large-scale aviation-related project is required
- Experience evaluating and reporting on at least two types of Alternative Delivery methods is required
- Demonstrated success evidenced by satisfactory performance, acceptance of responsibility, and growth in previous positions; proven accuracy, reliability, and completeness in job accomplishment
- Self-starter attitude with a proactive, results-oriented focus; willing and capable of assuming additional responsibilities
- Effective oral and written communication skills; must be detail-oriented, highly organized, and able to produce accurate and timely results while maintaining a customer-service attitude
- Demonstrated ability to understand a demanding, technical, and complicated construction program; ability to communicate progress and issues to both technical and management-level audiences
Additional Preferred Experience:
- Expertise in other Project Controls disciplines including scheduling, estimating, and risk management
- Experience with Oracle Primavera Project Planner (P6) Version 6.0 or higher
- Prior experience on aviation and large-scale transportation infrastructure projects
Required Education:
- Bachelor’s degree in Engineering, Project Management, Business, or other related technical field required
OR
- Master’s degree in Engineering, Project Management, or related field preferred
Preferred Licenses and Certificates:
- Optional certifications may include: AAAE, LEED, PMP, PE, AICP, PMI-SP, or any other relevant Professional Licensure or Certifications
Hardware/Software Knowledge:
- Demonstrated proficiency with Microsoft Office suite (Excel, Word, etc.) required
- Experience with industry PMIS systems such as PMweb or equivalent required
- Experience with Adobe Acrobat required
- Experience with Primavera Project Planner Version 6.0 or higher desirable
Benefits
Offered rate of compensation will be based on a variety of non-discriminatory factors, including education, qualifications, experience, and geographic location. The salary range for this position is $165,000-170,000.
