Transit & TIR Ecosystem Transformation Advisor

  • Conduct situational analysis of existing transit and TIR-related processes including technical, legal, IT, regulatory, and governance frameworks.
  • Document current operational workflows across border posts, seaports, airports, and inland cargo processing points.
  • Analyze system infrastructure, ICT assets, and information/data requirements utilized across transit trade operations.
  • Perform detailed gap analysis by comparing existing processes with international transit trade best practices and standards.
  • Conduct consultations with public-sector stakeholders, private operators, carriers, terminal operators, shipping lines, traders, and regulatory bodies.
  • Develop stakeholder mapping matrix outlining roles and responsibilities across the transit value chain.
  • Design integrated transit and TIR system covering key operational components including registration, documentary compliance, payments, guarantee management, monitoring, and cross-border processing.
  • Develop 'As-Is' and 'To-Be' business process flows for multimodal transit operations.
  • Recommend legal, governance, financial, and operating business models for system implementation.
  • Prepare implementation roadmap including technology architecture, resource requirements, funding options, timelines, and risk mitigation measures.
  • Develop monitoring and reporting mechanisms for transit trade operations and performance management.
  • Prepare technical reports, working papers, and stakeholder presentations to support implementation and change management initiatives.
  • Perform other tasks as assigned with reference to or in addition to term of references.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Systems Engineering, Logistics Management, or a related discipline.
  • Minimum 3–5 years of experience in transit trade systems, multimodal logistics operations, or TIR implementation frameworks.
  • Demonstrated experience in conducting system diagnostics, gap analysis, and process reengineering of logistics or transit systems.
  • Experience in port operations, trade facilitation systems, or cross-border logistics processes preferred.
  • Experience in ICT-enabled trade or transit system implementation will be an added advantage.
  • Working knowledge of international transit conventions and intermodal trade procedures.
  • Proficiency in data analysis, process mapping, and enterprise system design methodologies.

Pakistan Single Window (PSW) is Company registered with SECP under Section 42 of the Companies Act 2017 and is notified as the Operating Entity for the PSW system under the PSW Act, 2021. Pakistan has committed to develop and launch its NSW by 2022, aptly called Pakistan Single Window (PSW) with Pakistan Customs being designated as the ‘Lead Agency’ by the Prime Minister’s Office for development of this important reform initiative. Accordingly, Federal Board of Revenue (FBR) has established a Program Management Office (PMO) in Customs Wing to coordinate and supervise this initiative. A Single Window is a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single-entry point to fulfill all import, export, and transit-related regulatory requirements. If information is electronic, then individual data elements should only be submitted once. Pakistan Single Window will help reduce the time and cost of doing business in Pakistan and make trade related business processes more efficient, transparent and consistent. Although the concept is primarily aimed at integrating and strengthening trade related government to government (G2G) and business to government (B2G) interactions, it also incorporates certain B2B transactions in particular those related to port operations, trucking, and warehousing. PSW is a collaborative effort led by customs but involving multiple public and private sector stakeholders including regulatory authorities, traders, freight forwarders, banks, terminal operators, and transporters etc.
