Navarro Research and Engineering is recruiting a JSC Hazardous Waste Manager (3866) in Webster, TX.

The Hazardous Waste Manager serves as the technical lead for cradle-to-grave waste management operations, including waste characterization, storage, inspection, transportation, reporting, and disposal activities, while supporting NASA’s environmental compliance mission across multiple facilities and operational areas.

Key Responsibilities

Regulatory Compliance & Program Oversight

  • Ensure full compliance with federal, state, and local regulations governing hazardous, universal, PCB, and industrial solid waste, including RCRA requirements for LQG facilities.
  • Maintain compliance with hazardous waste accumulation, labeling, storage, and shipment requirements.
  • Interpret and implement evolving environmental regulations and provide recommendations to maintain compliance and minimize risk.

Waste Management Operations

  • Oversee hazardous waste management activities from generation through final disposition (“cradle-to-grave”), including:
  • Waste characterization and classification
  • Sampling and analysis
  • Packaging, labeling, and manifesting
  • Onsite transportation and accumulation
  • Offsite shipment to approved Treatment, Storage, Disposal, and Recycling (TSDR) facilities,
  • Manage satellite accumulation areas (SAAs) and central accumulation areas (CAAs), ensuring compliance with storage time limits and regulatory requirements.

Inspections, Audits & Corrective Actions

  • Conduct and oversee inspections of hazardous waste accumulation areas and regulated waste operations to ensure regulatory compliance.
  • Identify deficiencies, document findings, and develop corrective action plans.
  • Support internal and external audits, including regulatory inspections and NASA environmental compliance assessments.

Documentation, Reporting & Recordkeeping

  • Prepare and maintain required hazardous waste documentation and reports, including:
  • Hazardous Waste Reports (annual/biennial)
  • Waste profiles, manifests, and land disposal restriction (LDR) forms
  • Regulatory notifications and EPA/state reporting documentation
  • Maintain accurate records in compliance with NASA and regulatory requirements.

Training & Program Implementation

  • Develop, update, and deliver RCRA hazardous waste management training programs for site personnel.
  • Ensure personnel maintain required certifications (e.g., HAZWOPER, RCRA training) prior to performing duties.

Spill Response & Emergency Support

  • Support spill response planning and execution, including hazardous waste handling associated with spill cleanup activities.
  • Assist in implementing contingency plans and emergency response procedures for hazardous waste incidents.

Coordination & Stakeholder Engagement

  • Interface with NASA Environmental Management Office (EMO), regulatory agencies, and project stakeholders.  
  • Provide technical guidance to site personnel, project teams, and contractors regarding hazardous waste compliance requirements.

Requirements

Minimum Qualifications

  • Bachelor of Science (BS) degree in Environmental Science, Biology, Chemistry, Geology, Earth Science, or a related science field; or
  • Bachelor of Science (BS) degree in Engineering
  • Minimum of five (5) years of relevant hazardous waste management experience
  • United States citizenship required
  • Graduate-level education may be substituted for experience (per RFP requirements)

Preferred Qualifications

  • Extensive experience supporting Large Quantity Generator (LQG) operations
  • Strong knowledge of RCRA regulations (40 CFR 260–279) and hazardous waste compliance programs
  • Experience with federal facilities or highly regulated environments (e.g., DOE, NASA, DOD)
  • Prior experience managing hazardous waste programs across large, complex facilities
  • HAZWOPER certification and RCRA training credentials
  • Experience supporting audits, inspections, and corrective action programs
