Position Overview

We are seeking a highly experienced and strategic Technical Manager / Bidding Manager to lead the Tender Department and manage the full tendering lifecycle for major construction and infrastructure projects in Qatar.

The ideal candidate will have strong leadership capabilities, extensive GCC construction tendering experience, and a proven track record in preparing successful technical and commercial bids for large-scale projects. This role requires strong coordination with estimation, engineering, procurement, planning, contracts, and executive management teams to ensure competitive and compliant submissions aligned with company objectives.

Requirements

Key Responsibilities:

  • Manage the overall tendering and bidding process from initiation to final submission.
  • Lead bid preparation, technical submissions, commercial coordination, and tender documentation.
  • Coordinate with internal departments, consultants, subcontractors, and suppliers to ensure timely and compliant submissions.
  • Review tender requirements, specifications, drawings, and contractual documents.
  • Develop competitive bidding strategies and ensure adherence to company standards and client requirements.
  • Supervise and guide the tendering team throughout the bidding lifecycle.

Requirements:

  • Bachelor’s Degree in Civil Engineering or a related Engineering discipline.
  • Minimum 15 years of total experience within construction companies and tendering departments.
  • Strong GCC experience is mandatory, preferably within Qatar.
  • Proven experience handling major building, infrastructure, industrial, or mixed-use construction projects.
  • Strong understanding of tendering procedures, contract administration, estimation, and construction methodologies.
  • Experience managing complete bid submissions for government and private sector projects in Qatar.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Strong analytical and commercial awareness with attention to detail.
  • Proficiency in tendering systems, MS Office, and construction-related software.
  • Ability to work under pressure and manage multiple tenders simultaneously.
  • Candidate must currently be based in Qatar or ready for immediate relocation upon recruitment approval.
