Position Objective:
The System Senior Director, Nursing & Clinical Operations is responsible for leading the execution, integration, and performance of nursing operations infrastructure across Luminis Health, including system throughput, capacity management, and centralized staffing functions.
This role partners with executive leadership to operationalize system-wide strategies, ensuring alignment across entities and driving measurable improvements in access, quality, and cost.
The System Senior Director provides leadership oversight to System Nursing Directors responsible for centralized throughput/capacity and centralized staffing operations, ensuring coordinated execution, standardization, and performance across the system.
Serves as a key operational leader in advancing system integration and supporting large-scale initiatives across multiple care settings.
Essential Job Duties:
System Integration & Strategy Execution
- Leads operational and strategic planning for Patient Care Services in partnership with clinical and non-clinical leadership, including forming and directing cross-functional teams to achieve key initiatives.
- Develops, implements and maintains standardized operating procedures and workflows to ensure consistency and alignment across system entities.
- Serves as a subject matter expert in operational and strategic planning; Supports development of system-wide reporting, dashboards, and performance insights to inform executive leadership decision-making.
Leadership Oversight
- Provides direct oversight to System Nursing Directors responsible for centralized throughput/capacity and centralized staffing operations, ensuring alignment and execution across functional areas.
Operational Performance
- Oversees system-wide patient throughput and capacity operations, including patient flow, ADT data, bed capacity, census, and access across all entry points.
- Ensures alignment between patient demand, staffing resources, and system capacity to optimize access, throughput, and high-quality care delivery and outcomes.
- Oversees centralized staffing infrastructure, including the Supplemental Staffing Pool (SSP) and supports workforce planning, training strategies, and workflow optimization.
- Supports financial performance through oversight of labor utilization, cost management, and workforce effectiveness and engagement.
- Ensures effective integration of float pool resources into staffing plans, including surge and capacity planning.
- Supports financial stewardship through oversight of budget performance, labor utilization, and operational efficiency.
- Oversees system-wide transfer center operations, ensuring effective coordination of internal and external patient movement across the system.
Transformation & Continuous Improvement
- Identifies and implements process improvements and standardized approaches to enhance efficiency, outcomes, and cost management across the system.
- Leads and supports implementation & expansion of system-wide initiatives such as Virtual Nursing and Virtual Care models.
Collaboration & Leadership Engagement
- Collaborates with clinical and operational leaders to align priorities and resolve issues impacting nursing operations, staffing, and care delivery.
- Provides guidance and operational insight to support decision-making and alignment on complex program and planning issues.
- Participates in the Incident Command Structure, supporting system-wide coordination during critical events.
Performance Improvement & Outcomes
- Develops, implements, and evaluates business plans and program changes to improve quality, efficiency, and throughput performance.
- Promotes data-driven decision-making through use of performance metrics, dashboards, and reporting tools to monitor outcomes and drive continuous improvement.
Educational/Experience Requirements:
The minimum level of education and experience for this position includes:
- Master's degree (BSN minimum nursing preparation).
- Minimum of 6 years of advanced clinical practice with demonstrated progressive leadership responsibility and scope.
- Certification in specialty area within 12 months of hire.
- Excellent interpersonal skills, with the ability to communicate effectively and concisely both verbally and in writing with individuals and groups at various organizational levels and of various disciplines.
Required License/Certifications:
- Current and active Registered Nurse (RN) license in the State of Maryland, OR
- Current and active RN license from a Compact State (NLC) with Multi-State Privilege, valid for practice in Maryland.
- American Heart Association Healthcare Provider BLS
