Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.

Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Engineering Manager is an integral part of Woodfibre LNG’s dynamic team. You will lead the building of a competent engineering organization and provide engineering support to the project, plant operations and maintenance to ensure successful start-up and safe and reliable operation of the facility.  The successful candidate reports directly to the Plant Manager and will play an essential part in supporting the company’s engineering and senior management team through the construction and operating phases of the project.

Key Responsibilities:

The successful applicant will:

  • Act as Deputy of the Plant Manager when required.
  • Build a multi-disciplined functional engineering team to support long term Operations and Maintenance during detailed design, construction, commissioning, start-up and production phases.
  • Ensure adequate implementation of a technical integrity management system, in compliance with regulatory requirements.
  • Support the implementation of process safety requirements and provide the required process safety assurance to company management and stakeholders.
  • Provide leadership to a multi-disciplined team of Technical Authorities for Mechanical, Electrical, Instrumentation and Rotating Equipment disciplines.
  • Manage the set up and operation of the information management and IT systems in support for the production site.
  • Responsible for the plant technical management systems including libraries, documentation, and improvements.
  • Manage implementation of an Electronic Data Warehouse in support of plant Operations, Maintenance and Projects and develop this further into a virtual plant environment post start-up
  • Set up the Management of Change (MoC) process and implement it for all technical, organizational or regulatory changes in the company
  • Support the implementation and ongoing improvement of the Computerized Maintenance Management system including maintenance strategies and spare part requirements.
  • Support plant commissioning and start-up through the provision of adequate procedures and troubleshooting support.
  • Manage development and implementation of sustainable capital and incremental growth projects.
  • Manage the Department Key Performance Indicators (KPI’s) and reporting.
  • Provide leadership for continuous improvement of Plant Technical Integrity and Reliability.
  • Manage the system for plant trip investigation/reporting and reliability improvement.
  • Manage the plant Audit Plan and track improvements.
  • Provide day to day support for operations on equipment issues affecting plant performance.
  • Analyze and report on plant and equipment performance for cost & efficiency improvement.
  • Prepare the yearly budget and expenditure forecast for Engineering Department.
  • Track and manage the Engineering Department budget.
  • Manage the development and implementation of Engineering Support Contracts.
  • Ensure position descriptions are available/completed for all personnel in team.
  • Provide adequate performance measurement and feedback for team members.
  • Set and communicate yearly tasks and targets for each person in department.

HSSE:

  • Develop and implement 100% department compliance with company HSE policies and guidelines.
  • Be an HSSE champion as a member of the LNG engineering team.
  • Head the department in HSSE meeting/safety walks/audits if and when required.
  • Provide ownership to mitigate risks and ensure safety of personnel and plant.
  • Demonstrate a personal commitment to continually improve personal and process safety in the plant.
  • Champion process safety and manage the process safety systems.
  • Own and update the plant risk register and mitigations.
  • Provide technical support for Plant Operations and Emergency Response Management

Other:

  • Participation in Audits as required by plant management.
  • Willingness to undertake travel both internationally and domestic for business.
  • Participate in short term domestic & international assignment if required.
  • Available for call out during plant/production upsets.
  • Participate in competency assurance and training to further improve plant and personnel.

Requirements

Required Experience:

  • Must hold a valid Professional Engineer (P.Eng.) designation in Canada, or be eligible for registration with a provincial engineering regulatory body.
  • Minimum 15 years of proven engineering experience for the Oil and Gas or Chemical industry,  with LNG experienced preferred.
  • Sound understanding of the application of LNG technology
  • Demonstrated experience in supervision of a multi-disciplined engineering team that supported plant operations
  • Knowledge and experience of project interface requirements during detailed design and construction
  • Experienced in development and application of engineering managements systems.
  • Experienced in leading plant improvements processes and management.
  • Skills and knowledge to implement a plant integrity management system.
  • Experience in management of change systems

  • Ability to work collaboratively within a team environment
  • A valid driver’s license and passport
  • As required, the position is based on Squamish (site), BC with travel to the EPC contractor’s office in Houston, and others.
