The Senior Financial Analyst will play a key role in the accounting and reporting cycle, planning process, capital monitoring and forecasting, and developing long-term cash flow planning for all capital projects at Oak Valley Health.
Duties Include:
- Participate in the month-end and year-end close, including preparation of journal entries, reconciliations, and in‑depth variance analysis of financial statement balances.
- Engage in year-end close and external audit preparation, including coordination and development of working papers and financial statement disclosures.
- Perform financial analysis and performance monitoring for major capital projects, ensuring adherence to approved budgets, funding, and timelines.
- Manage financial risks, cash flow requirements, and funding strategies for complex, multi‑year capital initiatives.
- Develop and maintain long-term cash flow forecasts to support capital planning and financial sustainability.
- Partner with project and operational leads to ensure capital expenditures, procurement, and project milestones align with approved timelines and fiscal-year requirements.
- Maintain and administer the organization’s capital policy, including updating guidelines and supporting compliance for internal and external stakeholders.
- Ensure the accuracy, integrity, and structure of capital data to support financial reporting, audit requirements, and executive decision-making.
- Ensure appropriate funding allocation and revenue recognition in compliance with GAAP, Ministry requirements, and funding agreements.
- Manage capital-related invoicing and financial reporting for external funders, including the Markham Foundation and Uxbridge Foundation.
- Support the development, review, and monitoring of the annual capital (Capex) budget and ongoing forecasts.
- Provide financial input into business cases, including costing, funding analysis, and recommendations on optimal financial strategies.
- Support capital prioritization and investment decision-making to ensure alignment with organizational strategy and long-term financial sustainability.
- Develop and maintain specialized knowledge of Ministry-funded capital projects, including funding models, reporting requirements, and compliance obligations.
- Collaborate cross-functionally with Finance, Procurement, Facilities, IT, and clinical teams to support capital project execution and financial outcomes.
- Perform other duties consistent with the role, as assigned.
Qualifications
- Minimum completion of a bachelor’s degree in accounting, business administration, or recognized equivalent required
- CPA designation required
- 4-6 years of practical and related experience
- Strong knowledge on finance function, preferably within healthcare or the public sector environment, with the focus on capital and project accounting.
- Demonstrated ability to cultivate internal and external relationships
- Strong MS office skills, Word, Excel, Powerpoint, and Outlook
- Excellent analytical and problem-solving skills and attention to detail
- Excellent organizational, written and verbal communication skills
- Strong ability to work accurately under time constraints required
