Location: Remote and/or at various IRS facilities, including but not limited to: Lanham, MD | Martinsburg, WV | Memphis, TN | Washington, D.C. | Austin, TX | Dallas, TX

Citizenship: US Citizen (MUST)

Security Clearance: Must be eligible to possess MBI (IRS Background Investigation) clearance. Active MBI clearance is preferred.

 

Core Responsibilities:

  • Serve as the single point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) for all matters pertaining to contract performance.
  • Manage all Contractor personnel assigned under the contract, ensuring effective allocation and utilization of resources to meet project objectives.
  • Maintain and update the Integrated Master Schedule (IMS), ensuring project milestones, deliverables, and dependencies are tracked and reported accurately.
  • Oversee risk management, tracking and reporting project risks, issues, and dependencies, and ensuring prompt mitigation and resolution.
  • Ensure compliance with all federal security requirements, including, but not limited to, FISMA, RMF, and Zero Trust security frameworks.
  • Lead all programmatic reporting, including the preparation and delivery of executive briefs and project status reports, facilitating communication to all stakeholders.
  • Oversee Base Year General Cloud Platform (GCP) implementation, managing integration and migration activities as required.
  • Ensure the Performance Requirements Summary (PRS) standards are met, monitoring and measuring key performance indicators, and implementing corrective actions as necessary to maintain quality and compliance.

 

Minimum Qualifications:

  • Bachelor’s degree in a related field (e.g., Computer Science, Information Systems, Business Administration, Engineering, or equivalent).
  • At least 10 years of experience managing federal IT programs.
  • Demonstrated enterprise cloud modernization experience, including large-scale migrations, implementations, or operational oversight.
  • Proven oversight of DevSecOps practices and/or platform engineering initiatives.
  • Direct experience working within FISMA, RMF, and Zero Trust environments with a strong understanding of federal IT compliance and cybersecurity best practices.

 

Required/Preferred Certifications:

  • Project Management Professional (PMP), Required (active)
  • ITIL 4, Preferred
  • Treasury/IRS Experience, Preferred
