ABOUT THE Division

General description

Help modernize how the State of Texas processes billions in annual tax revenue.
We’re looking for an experienced and forward-thinking IT Leader to guide the team responsible for maintaining and evolving the core systems that process Sales, Franchise, and other statewide taxes. This is a pivotal leadership role overseeing a large group of talented developers who support mission-critical mainframe applications—and guiding their transformation toward modern, Agile methods and platforms over the next several years.
The ideal candidate combines strong technical and people leadership skills with a passion for modernization and continuous improvement. You’ll collaborate closely with executive leaders, business stakeholders, and IT partners to drive innovation, ensure reliability, and prepare these essential systems for the next generation of Texans.

Work Hours


Work hours are 8:00AM to 5:00PM, 40-hour week, Monday – Friday.  Occasionally work additional hours including evenings, weekends and/or holidays.  Application support activities periodically require on-call responsibilities or work during non-standard hours.  Hours may change based on business need.

Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e. report to office 1 day/month, 1day/week, etc.). Travel reimbursements are not provided for teleworking.

 

Qualifications

 

Minimum Qualifications

• Graduation from an accredited four-year college or university with a bachelor’s degree.
• Five (5) years’ experience managing and developing IT teams, especially in mainframe and enterprise application contexts
• Five (5) years of experience implementing and leading development efforts of large enterprise applications. 
• Three (3) years’ experience with establishing plans and setting objectives and goals that support an overall business strategy.
 


Preferred Qualifications

• Graduation from an accredited four-year college or university with a bachelor’s degree in computer science, computer information systems, or management information systems.
• Three (3) years’ experience in Agile software development methodologies 
• Three (3) years’ experience with sales, use, and franchise tax processing systems.
• Three (3) years’ experience in Application Modernization and architectural strategy, specifically, mission-critical systems and transitioning to modern architectures.
 


Substitution

One additional year of experience in coding and designing of information systems may substituted for thirty (30) semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

 


In this role you will:

Management and Supervision: Directs employees in the Application Services TAX Processing section.
• Monitors work performance, conduct evaluations for staff, develops competencies, and resolves employee issues according to agency policy.
• Promotes the division mission and core values to Information Technology and your team.
• Serves as a model, mentor, and motivator to employees.
• Develops guidelines, procedures, and policies, and schedules for section
• Demonstrates professional conduct and adherence to agency policies.
• Oversees personnel management activities of Application Services Tax Processing section including hiring staff, employee recognition and development, and disciplinary actions 
• Manages the professional development of section personnel through activities such as classroom training, on-the-job training, job rotations, cross training and special assignments and projects.

Technology Direction: Directs the architecture of the business applications. Provides reliable, scalable, and secures business applications to customers.
• Works closely with other Information Technology managers, architects, and CPA staff to develop innovative solutions that meet business needs with respect to functionality, performance, scalability, reliability, maintainability, security, realistic implementation schedules, system architecture and adherence to agency goals and principles.  
• Advises management on issues ranging from technical strategies and solutions to vendor technology integration.  
• Translates IT system environment and services capabilities and limitations into terminology and concepts easily understood by agency executives and business units.
• Facilitates communication between staff, executive management, vendors and customers.

Resource Management: Oversee the efficient and effective allocation of both projects and maintenance
• Facilitates the process of forecasting resource requirements and availability and matching staff to appropriate projects and maintenance activities in support of organizational goals and objectives. 
• Provides direction in identifying objectives, establishing plans/milestones and success criteria, monitoring progress, managing issues and risks, and successfully delivering the desired results.
• Collaborates with the Project Management Office to identify the appropriate resources for agency projects.
• Sets priorities, and standards for achieving established goals, coordinating, and evaluating section activities. 
• Develops and evaluates budget requests, and monitoring budget expenditures.
• Plans and executes training and knowledge transfer programs to provide proper mix of technical and functional skill sets among division personnel.  

Continuous Process Improvement: Performs ongoing planning functions to meet performance targets and improve operations while following division and agency policy and procedure; plan and develop the budget for section.
• Promotes a culture of continual process improvement and management by metrics.
• Delivers “on-time” and “within budget” business applications and services that satisfy internal and external customer requirements, provide superior customer experiences, and reduce agency costs.
• Develops, refines, and maintains processes and procedures in order to achieve a very high degree of system up-time.  
• Leads Information Technology business application maintenance and support, business relationship processes and activities.
