Job Description: 

Blue Water Thinking is seeking a Nuvolo Junior Programmer to provide leadership, strategic direction, and expertise to Department of Veterans Affairs (VA) Healthcare Technology Management Service Line. The Senior Programmer is responsible for designing, developing, configuring, and maintaining the VA Nuvolo Clinical EAM and OT Security application on the ServiceNow platform. This individual leads programming efforts across the full software development lifecycle — from requirements analysis and configuration through testing, release coverage, and incident remediation — ensuring the enterprise Nuvolo instance operates at or above established service levels. 

 Responsibilities: 

  • Develop and modify Nuvolo/ServiceNow application components, scripts, and configurations under the direction of the Senior Programmer.
  • Apply knowledge of RDBMS and SQL to support data integration tasks, import scripts, and application development activities.
  • Plan, document, code, modify, test, and implement application changes in accordance with VA Systems Development Methodology.
  • Participate in biweekly release coverage windows, performing testing and providing support for changes being implemented for Nuvolo.
  • Document test conditions, create test data, execute test cases within ServiceNow test suites, and analyze and report results.
  • Support incident remediation activities including code fix/patch debugging and defect resolution as assigned.
  • Assist in the development and maintenance of data models, process models, Network Business Rule Mapping documentation, and work plans.
  • Coordinate system testing and assist VA users with User Acceptance Testing (UAT).
  • Support O&M and Enhancement Epic story implementation as prioritized by the HTM Program Office each sprint.
  • Actively participate in daily standups, sprint planning, retrospectives, and Agile team ceremonies.
  • Maintain technical documentation for assigned application components and release activities. 

 Minimum Qualifications:

  • BA/BS degree in Computer Science, Information Technology, Software Engineering, or a related discipline.
  • Minimum 3 years of hands-on experience programming applications.
  • Working knowledge of web-based or client-server application development languages applicable to ServiceNow/Nuvolo.
  • Foundational knowledge of SQL and relational database concepts.
  • Familiarity with Agile/Scrum development processes and ServiceNow platform fundamentals.
  • Ability to provide after-hours support for scheduled releases and Priority 1 incidents. 

 Preferred Qualifications: 

  • ServiceNow Certified Application Developer.
  • Experience with VHA or other federal healthcare agencies.
  • Experience delivering Nuvolo Clinical EAM and/or OT Security module.
  • Familiarity with VA CDW data integrations and HTM/Biomedical Engineering workflows.
  • Understanding of VISN and VAMC operations. 

 Eligibility: 

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role. 

Compensation: 

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below. 

Salary range: $75,000 - $135,000
