Description
Job Summary
This role is responsible for delivering accurate, compliant, and insight-driven payroll operations across U.S. and international populations, supporting a complex multi-country environment. The position plays a critical role in ensuring payroll integrity through advanced analysis, reconciliations, audit support, and continuous process improvement.
The primary responsibility of this role is to ensure the accurate processing of IEEE's biweekly US and international monthly payrolls for six countries: China, Japan, Singapore, India, Austria, and Germany. Serving as a subject matter expert, this role partners closely with internal stakeholders and external vendors, leads retirement plan payroll oversight, and contributes to system enhancements and operational scalability. The position reports to the Payroll Manager with limited supervision.
Key Responsibilities
- Process domestic payroll with minimal supervision, extreme confidentiality, high detail, and precise accuracy while adhering to all payroll policies/procedures and government regulations. Assure that all IEEE employees are paid accordingly.
- Ensure payments, tax withholding, and deductions are processed with extreme accuracy. Calculate and process salary payments, including retros, bonuses, commissions, severance, vacation payouts, employee referrals, and night differential.
- Ensure all payrolls are administered in full compliance with domestic and international regulations, company policies, and SOX requirements.
- Process global payroll for India, Singapore, Japan, Austria, Germany, and China with minimal supervision and extreme confidentiality. Engage with all global payroll vendors on processing and reporting matters, ensuring regulatory compliance.
- Collaborate with Human Resources and Benefits teams on payroll-impacting transactions such as leaves of absence, retroactive benefit deductions, and related adjustments.
- Lead end-to-end analytics, reconciliations, and compliance for 401(k) and DCRP plans, including bi-weekly benefit deductions and contribution wires, quarterly reconciliations with T. Rowe Price, forfeiture and suspense account analysis, and preparation of retirement plan projection models for senior leadership and highly compensated employees, while serving as the primary payroll subject matter expert for all retirement plan–related inquiries.
- Oversee quarterly tax reconciliations and filings and support year-end activities including annual tax filings and reconciliations.
- Serve as SME for the Payroll Department on all payroll systems and integrations (Oracle Fusion, ADP WFN/eTime, ADP SPM, TRP).
- Maintain workflows and documentation of all processes

- Bachelor's degree or equivalent experience
Work Experience
- A minimum of 5 years' experience in Payroll review and execution, ideally supporting multiple countries, including China, India, Japan, Singapore, and within the EU
Licenses and Certifications
- APA Payroll Certification beneficial
Skills and Requirements
- A minimum of 3 years’ experience with ADP Workforce Now
- Experience using HRIS/HCM platforms (TMF and Oracle preferred)
- Exceptional stakeholder management experience, ideally including management of an outsourced provider
- Experienced in 401K/Pension Administration
- Proficient in Microsoft Office, including Excel (must be able to conduct data analysis, VLOOKUP’s, pivot tables)
- Ability to exercise extreme discretion and uphold strict confidentiality of employee records, including compensation and personal information
- Strong written and verbal skills
- Strong critical thinking and problem-solving skills
- Ability to complete assigned projects with minimal supervision
