Organizational Setting and Reporting Relationship

The position of Investment Specialist is assigned to the Trade and Supply Chain Division (TSCD) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, TSCD and will oversee Junior Team members.

Your Role

As an Investment Specialist, you will lead the middle and back-office operations of Trade and Supply Chain Finance Program (TSCFP) which processes over 20,000 transactions valued at approximately $5 billion annually. You will manage a diverse team of several staff and consultants. You will provide strategic direction and foster a culture of accountability and collaboration. You will also ensure seamless coordination and high‑quality execution across complex trade and supply chain operations.

 

You will:

  • Oversee end‑to‑end TSCFP operations, ensuring exceptional, risk‑aligned service through internal controls, operational discipline, and process optimization.
  • Provide expert guidance on complex, day‑to‑day operational issues, exercising sound judgment in resolving escalations, enhancing controls, and ensuring seamless delivery of TSCFP activities.
  • Develop and implement advanced process enhancement strategies that strengthen operational efficiency, embed internal controls, and mitigate emerging risks across all operational processes.
  • Lead TSCD's Quality Control Testing (QCT) exercise, providing expert oversight to ensure operational quality, policy compliance, and full adherence to institutional standards, while driving strengthening of the control environment.
  • Strengthen TSCFP's operational risk management, including identifying and mitigating risks, monitoring key risk indicators, and ensuring resolution of issues and near-misses according to ADB's operational risk guidelines.
  • Lead the enhancement and implementation of the TSCFP Operating Guidelines, ensuring they remain up‑to‑date, and aligned with prudent program management, evolving market conditions, and institutional standards.
  • Be an active member of the TSCFP Product and Governance Committee, contributing insights to strengthen governance frameworks, align operations with international best practices, and support strategic, risk-based decision-making.
  • Contribute expertise to TSCFP's information‑technology and digital transformation initiatives, ensuring systems and tools are operationally sound, data‑driven, and aligned with global best practices in trade and supply chain finance.
  • Manage team and individual performance, providing clear strategic direction, setting measurable expectations, and delivering regular feedback to strengthen capability and ensure high‑quality operational delivery.
 

Qualifications

 

You will need:

  • University degree in finance, business administration, accounting, economics, or related fields; preferably at post-graduate level or its equivalent.
  • At least 6 years of relevant professional work experience in trade and supply chain finance and international experience working in several countries.
  • Proven leadership qualities and strong analytical and interpersonal skills in ADB operations, particularly in processing and implementation of complex, innovative, and cross-cutting tasks.
  • Perform as a team leader, exercising guidance, coordination, and planning responsibilities over diverse team/unit.
  • Experience writing operational guidelines and procedures.
  • Experience in multilateral development organizations.
  • Mentor team members, providing advice on project or technical-related matters.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
