Job Overview
You’ll join a fast-moving HR team that is in active transition at PurposeCare a leader in the home health and home care field. Expect to be hands-on — balancing compliance audits, branch leadership partnership, process design, and statewide rollouts. This is a role for someone pragmatic, autonomous, and energized by building repeatable HR systems that scale across multiple locations.

Key responsibilities
- Act as the HR subject matter expert for Indiana: design, document, and operate state-level HR policies and processes.
- Onboard and partner with branch managers across the state—establish trusted, consultative relationships.
- Manage ADP data integrity and lead quarterly personnel/compliance audits to ensure documentation meets regulatory standards.
- Build and own performance management and disciplinary workflows: tracking, training, documentation, and escalation.
- Execute a first-month plan to visit Indianapolis-area locations and meet local leaders and teams.
- Drive training completion and certification tracking; ensure 30/60/90/180/365-day touchpoints for new hires.
- Support employee relations: coaching, corrective actions, investigations, and documentation (escalate complex matters to HR leadership).
- Partner with HRIS and Talent Acquisition to improve time-to-fill, onboarding flow, and recruiting outcomes across the state.
- Recommend and implement process improvements to improve audit scores, compliance, and operational efficiency.
What success looks like (KPIs)
- ADP / compliance audit scores: measurable improvement quarter-over-quarter.
- Performance process adoption: documented and consistently used state-level tracking for disciplinary and performance actions.
- Onboarding cadence: established 30/60/90/180/365 touchpoints and improved new-hire readiness.
- Operational reliability: HR systems and reports reflect accurate headcount and compliance data.
- Leader satisfaction: positive feedback from branch managers on partnership and responsiveness.
Must-have experience & skills
- 6+ years HR experience with demonstrated HR operations/compliance ownership (healthcare or regulated environment preferred).
- Proven ability to operate autonomously and own an entire state’s HR profile.
- Strong knowledge of HR compliance, employee relations, performance management, and personnel documentation.
- Experience working with ADP or similar HRIS/payroll platforms and running HR audits.
- Comfortable being onsite approximately 60% of the time with regular travel across Indiana; based in the Indianapolis area preferred.
- Excellent organizational skills, ability to create and maintain systems, and strong written/verbal communication.
- Bachelor’s degree in HR, Business, or related field (or equivalent experience).
- Background checks (criminal and education) required prior to hire; candidate will be asked to sign confidentiality and arbitration agreements.
Nice-to-have
- SHRM-CP, PHR, or similar certification.
- Experience operating in a start-up or high-growth environment.
- Prior experience supporting ~1,000 employees or multiple, geographically-dispersed branches.
- Direct experience with frontline clinical hiring or home health/home care HR compliance.
