The Geographic Information Systems (GIS) Technical Lead shall participate in and/or lead enterprise development initiatives by working with an Environmental Systems Research Institute (ESRI) centric development application: to include developing ESRI based maps, converting and standardizing legacy data into ESRI web-based service products, and to partner and develop GIS and related applications and technology based on the requirements of the business community.
Essential Duties & Responsibilities:
Administers ArcGIS Enterprise environment including maintenance, upgrades, and support.
Develops ESRI applications, Interfaces and Add-ons supporting various enterprise applications.
Works with DBAs, Network Team & IT Infrastructure Team to support and manage existing ESRI environments at DC Water.
Validates and implements new ESRI products and third-party add-ons based on business demand as well as help DC Water with routine product upgrades.
Custom interface and application development using REST services, Net, Python, SQL etc.
Assists work and asset management group in design, development, and optimization of GIS layer in line with Enterprise Work and Asset Management Program.
Supports various asset loading on a regular basis.
Works closely with operations teams to support custom field applications.
Works with our Customer Service Team to update our impervious area information.
Works with cross-functional IT teams to automate High Impact but repetitious task.
Provides GIS support to a wide array of users.
Performs other work-related projects and assignments at the discretion of the immediate supervisor.

Key Working Relationships: Interacts with Senior and Executive Level Staff members and employees throughout the Authority, representatives from other organizations and agencies, community groups, the public, etc.

Five (5) to Seven (7) years of experience with ArcGIS and other GIS tools (ArcGIS for Desktop, ArcGIS for Server, ArcGIS Online), utilities and databases; advanced GIS modeling, spatial analysis, and spatial application development techniques and geographic data design; data structures; and spatial database design, construction, and implementation
Minimum Education Requirements:
Bachelor's degree in Information Systems, GIS, Civil Engineering, Geography or an equivalent combination of education and experience, consisting of a high school diploma or General Education Development (GED) certificate and nine (9) years of experience with ArcGIS and other GIS tools (ArcGIS for Desktop, ArcGIS for Server, ArcGIS Online), utilities and databases; advanced GIS modeling, spatial analysis, and spatial application development techniques and geographic data design; data structures; and spatial database design, construction, and implementationRequired Skills:
Experience in managing large geo-relational data development in a managed data environment, including versioned relational databases and storage area networks. Experience with development languages and tools such as: Visual Studio .NET, Arc Objects, SQL, Python, JavaScript, Adobe Flex, and other spatial data processing/development tools.Hands-on knowledge of ESRI Production Mapping suite of tools, including Data Review, Workflow Manager, Task Assistant Manager.Experience in managing ESRI versions and versioning schemes.
