Job Description

Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services (OFMS) Monitoring Services Division is responsible for providing risk management services for OFMS and ODJFS.  The division manages risk through subrecipient and contractor monitoring. The division provides training, technical assistance, audit liaison services, and resolution services. The division provides oversight for counties, workforce local areas, state agencies, and others. Additionally, the division manages the County Finance Information System (CFIS). Their services also include technical assistance and training for Ohio's counties. What You Will Do

The primary purpose of this position is to deliver customized fiscal training and provide fiscal assistance to county agency staff within an assigned region of the state.

The primary county contacts will consist of an agency fiscal officer and agency directors for county Job and Family agencies, which include Public Assistance, Child Support, Public Children Service, and Workforce Development. ODJFS Bureau of County Finance and Technical Assistance (BCFTA) provides personalized training and support via phone, email, Microsoft Teams and in person.

Travel may be required for up to 2–3 days per week within the standard 5-day work schedule. While there is flexibility to set schedules within the assigned region, the position is expected to be available for travel as needed to meet the needs of assigned agencies. Given the job responsibilities and assigned region, the ideal candidate should reside within reasonable proximity to the areas primarily located in central-western and southwestern Ohio. This area is currently designated as Region 5 and includes the following counties: Mercer, Auglaize, Darke, Shelby, Miami, Preble, Montgomery, Greene, Fayette, Butler, Warren, Clinton, Hamilton, Clermont, and Brown. (Subject to change based on business needs.)

Additional duties include collaborating with a team and working independently to develop and deliver statewide fiscal training. These training courses will be utilized by the BCFTA Team, in collaboration with coworkers, to build a comprehensive library of training materials and resources.  This position requires all technical assistance staff to participate in 2–3 statewide trainings annually and to have prior fiscal experience, including proficiency with Excel, Word, and PowerPoint. The ideal candidate will also possess customer service skills and experience in public speaking.

This position interacts with multiple agencies, requiring the ability to learn and manage a significant amount of information. While the learning curve can be challenging, comprehensive resources and support are provided.

Location:  This position will be headquartered at the Rhodes State Office Tower, 30 East Broad Street, Columbus, OH 43215

Schedule: Standard workdays are Monday through Friday.  Hours are between 7:00 a.m. and 6:00 p.m.

Travel:  Travel required, as needed. Must provide own transportation or to operate a state vehicle you must have a valid driver’s license.

Qualifications

The ideal candidate, at minimum, must have the following: 

OPTION 1:

  • Completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

OPTION 2:

  • Completion of undergraduate core program in business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

OPTION 3:

  • 42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

OPTION 4:

  • 12 mos. exp. as Financial Analyst, 66562.

OPTION 5:

  • Equivalent of minimum class qualifications for employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

Pay Information

This position is in the State of Ohio’s OCSEA Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $30.55 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
