Project Manager
Enterprise Information System Modernization & Operations
Onsite – Washington, DC (Telework opportunities, and off-site/remote development are permissible with prior approval)

Position Overview
The Project Manager (Information Technology Project Manager – SME) will lead the day-to-day program management, coordination, and performance oversight of a mission-critical federal information system and its associated sub-applications. This role is responsible for managing IT facilities operations and overseeing the full lifecycle of software development, maintenance, and operational support services in accordance with approved objectives, service level agreements (SLAs), and operating level agreements (OLAs).
The Project Manager serves as the primary interface between the contractor team and government stakeholders and is accountable for managing schedules, risks, performance metrics, and transition activities across the system lifecycle. This role ensures contract compliance, continuity of operations, and alignment with federal IT governance, security, and documentation requirements. All work is performed within client-approved secure environments and in accordance with federal security and IT standards.
Responsibilities
The Project Manager will be responsible for:
· Managing overall program operations to ensure compliance with applicable laws, regulations, and federal IT policies.
· Overseeing IT facilities operations supporting development, test, and production environments.
· Leading and coordinating full lifecycle software development, maintenance, system administration, and help desk activities.
· Ensuring performance meets or exceeds established SLAs and OLAs, including response time, resolution time, and service quality metrics.
· Serving as the primary point of contact for government stakeholders, including Contracting Officer’s Representatives (CORs), technical monitors, and functional managers.
· Overseeing the preparation and delivery of required program documentation, including status reports, sprint reports, transition plans, and other contractual deliverables.
· Managing risk identification, mitigation planning, and issue resolution to support continuity of operations and minimize service disruptions.
· Coordinating configuration management and change control activities, including participation in the Change Control Board (CCB) and oversight of approved change requests.
· Ensuring approved system enhancements and change requests are implemented in accordance with established schedules, quality standards, and version control requirements.
· Supporting the development and execution of contract transition activities, including phase-in and phase-out planning, to ensure seamless continuity of services.
· Monitoring, tracking, and reporting performance metrics and service levels in accordance with contract requirements.
· Coordinating cross-functional teams supporting application development, data migration, system enhancements, and operational support activities.
· Ensuring documentation required for assessment and authorization (A&A), privacy impact assessments, system security plans, and IT contingency plans is maintained and kept current.
· Supporting program governance activities, including stakeholder communications, meeting facilitation, and reporting to senior government and contractor leadership.
· Ensuring all project activities adhere to federal information technology standards, security requirements, and Section 508 accessibility requirements.
Qualifications and Skills
· Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field (Master’s degree preferred).
· At least 10 years of project management experience managing IT facilities operations and full lifecycle software development and maintenance for Federal systems.
· Demonstrated experience managing enterprise federal IT programs of similar size, scope, and complexity.
· Experience overseeing software development, system administration, and help desk operations within a regulated federal environment.
· Experience managing and reporting on service level agreements (SLAs), operating level agreements (OLAs), and performance metrics.
· Experience leading contract transition activities, including phase-in and phase-out planning and execution.
· Working knowledge of configuration management, change control, and risk management processes.
· Experience coordinating with government stakeholders, including CORs, technical leads, and functional managers.
· Familiarity with federal IT governance and documentation requirements, including assessment and authorization (A&A) processes.
· Experience supporting Agile development teams, including daily stand-ups and sprint planning (Scrum Master certification preferred).
· Experience managing programs operating under Capability Maturity Model Integration (CMMI) Level 3 or higher processes.
· Strong organizational, communication, and stakeholder management skills.
· Ability to manage multiple workstreams, prioritize competing demands, and meet performance objectives in a deadline-driven environment.
Clearance / Suitability
· Must be a U.S. Citizen.
· Must possess an active Top Secret / SCI (TS/SCI) clearance.
· Must be eligible for access to sensitive government systems and facilities in accordance with federal security requirements.
