Role Overview
We are seeking an HR Manager for France & Southern Europe who will be the region’s primary authority for HR administration, compliance, and employment relations. You will ensure all HR practices meet legal requirements, lead all interactions with the French workers council (CSE), and manage a team of HR Generalists to deliver efficient and accurate HR administration. You will drive the successful local implementation of global HR projects and initiatives, champion process automation and outsourcing, and ensure the year-round planning and delivery of both compliance and global activities. Your leadership will help ensure consistency, risk mitigation, and a strong control environment as we modernize our HR function. Fluency in French and English is required.
Key Responsibilities
Compliance & Labor relations management
Ensure all HR processes, policies, and documentation are fully compliant with labor law and local requirements for the countries under your scope (France, Italy, Germany)
Lead all interactions with the French worker’s council (CSE), including organizing and facilitating meetings, preparing documentation, and ensuring timely and transparent communication.
Drive a positive labor relations climate by maintaining frequent, transparent engagement with the union representative to build long-term trust and constructive social dialogue.
Monitor regulatory developments and proactively update policies and processes.
Serve as the main contact for labor authorities, legal counsel, and internal/external auditors.
Maintain full compliance with collective agreements and foster constructive relationships with worker representatives.
Develop and maintain an annual compliance calendar, planning all compliance-related activities (e.g., mandatory reporting, audits, CSE consultations) to ensure timely execution and risk mitigation.
HR Administration
Oversee effective administration of HR processes for France & Southern Europe, including onboarding, offboarding, employee data management, HR documentation, and employee support.
Ensure accurate, timely, and confidential management of HR records.
Collaborate with Global Talent Acquisition to coordinate local recruitment processes.
Process Improvement, Automation & Outsourcing
Identify and deliver process optimization, automation, and standardization initiatives to improve efficiency and quality.
Lead or support outsourcing projects for transactional HR activities, leveraging both expert vendors and shared service centers as appropriate.
Team Leadership
Lead, coach, and develop a team of HR Generalists.
Foster a culture of accountability, compliance, and continuous improvement.
Support escalated employee relations and complex HR cases in partnership with HRBPs and legal.
Partnership & Planning
Collaborate effectively with the wider HR team (HRBPs, Centers of Excellence, Talent Acquisition, Payroll, etc.) to ensure seamless delivery of both global and local initiatives.
Ensure the effective local implementation of global HR projects and programs, adapting them where needed for compliance and cultural fit in the region.
Plan and balance the execution of global initiatives with the delivery of local compliance activities throughout the year, ensuring both are accomplished to a high standard.
Collaboration & Global Alignment
Share best practices and support global consistency with other Employee Success teams.
Contribute to HR data analytics and reporting as required.
Qualifications & Requirements
Bachelor’s degree in Human Resources, Law, or related field.
5+ years in HR roles with significant responsibility for labor relations, compliance, administration, ideally in a multinational context and in a tech/Saas industry
Expert knowledge of French labor law, HR compliance, and CSE/worker’s council management.
Proven experience delivering efficient HR administration and documentation.
Demonstrated success in process documentation, automation, and/or outsourcing in HR.
Experience leading or coaching HR teams.
Excellent communication skills; fluency in French and English is required.
Strong organizational skills, attention to detail, and a customer service orientation.
Proactive, resilient, and able to manage competing priorities.
