Skilled in developing traffic forecasts and related process improvements? TxDOT seeks an individual with solid skills in traffic forecast to support the development of methods, guidance, tools, and resources in support of project development. This individual will support TxDOT Districts statewide and Metropolitan Planning Organizations to perform traffic forecast analysis for transportation projects. The position will have opportunities to collaborate with multi-disciplined teams from local, state, and federal levels to support transportation project planning and development in Texas. The ideal candidate will demonstrate experience in traffic forecasting and the application of methods to provide guidance, oversight, and review of traffic forecasting.

Position Description
Manages advanced transportation analysis and engineering projects, providing leadership in planning, oversight, and compliance with state and federal regulations. Oversees project objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self -supervising and assume direct accountability for the work product.
Essential Duties:
Compiles and distributes project information, status reports, and contract or project budget expenditures.
Conducts project reviews and coordinates with other district/division project managers.
Consults with Project Engineers and project representatives on work progress; reviews data and time/cost estimates.
Coordinates project activities with other state agencies, governmental jurisdictions or TxDOT Divisions and assures coordination and approvals of methodologies and completed project.
Creates documentation procedures to capture and deal with changes in original project plan.
Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.
Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects/planning already underway.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
Bachelor's Degree in a related discipline.
Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications OR related graduate level education may be substituted for experience on a year per year basis.
Experience:
5 years construction project management; project management, process engineering and/or business process improvement methodologies.
Experience can be satisfied by full time or prorated part time equivalent.
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Safety Impact Certificate
Preferred Qualifications: Knowledge of project-level transportation conformity is preferred.

Applicable project development (planning, environmental, right of way, design, letting, construction, and project close out) document preparation, review, processing and compliance requirements
Project management theories and practices applicable to highly complex projects
Project scheduling and coordination activities
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Addressing changes in scope and budget
Leading, assigning, reviewing, and monitoring the work of others
Project management monitoring
Analyze complex information and develop plans to address identified issues
Evaluate process performance
Establish project goals and objectives
Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Talking-expressing or exchanging ideas by spoken words
Hearing-perceive sound at normal speaking levels; receive information by oral communication
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
