Position Title: Technical Project Manager

Role Overview
We are seeking an experienced Technical Project Manager to lead and deliver complex IT and digital transformation projects in Riyadh. The ideal candidate will act as a bridge between business stakeholders and technical teams, ensuring projects are delivered on time, within scope, and in compliance with Saudi government and enterprise standards. Strong Arabic communication skills are essential for engaging with local stakeholders, vendors, and government entities.
Key Responsibilities
Project Delivery & Governance
Lead end-to-end delivery of technical projects including software development, system integration, cloud, and digital platforms
Define project scope, objectives, timelines, budgets, and success metrics
Establish and manage project governance frameworks aligned with organizational and Saudi regulatory standards
Ensure adherence to project management methodologies (PMO, Agile, Waterfall, Hybrid)
Stakeholder & Communication Management
Act as the primary point of contact for Arabic-speaking clients, government stakeholders, and internal leadership
Conduct project meetings, workshops, and status reviews in Arabic and English
Translate business requirements into clear technical deliverables for development teams
Manage vendors, system integrators, and third-party service providers
Technical & Delivery Oversight
Work closely with architects, developers, and infrastructure teams to ensure technical feasibility and quality
Oversee solution design, development, testing, deployment, and post-go-live support
Identify technical risks and dependencies and implement mitigation plans
Ensure compliance with cybersecurity, data privacy, and Saudi regulations (e.g., NCA, SDAIA where applicable)
Risk, Budget & Quality Management
Monitor project risks, issues, and dependencies with proactive resolution
Manage project budgets, forecasts, and resource allocation
Ensure quality standards, documentation, and sign-offs are met
Provide accurate reporting to senior management and PMO
Required Qualifications & Experience
Education
Bachelor’s degree in Computer Science, Information Technology, Engineering, or related field
Master’s degree is a plus
Experience
7–12 years of experience in IT or technical project management
Proven experience delivering enterprise or government IT projects in Saudi Arabia or the GCC
Strong understanding of SDLC, system integration, and modern technology stacks
Experience working with cross-functional and multicultural teams
Language Skills
Arabic: Native or Fluent (Mandatory)
English: Fluent (Mandatory)
Technical & Professional Skills
Strong knowledge of project management frameworks (PMP, PRINCE2, Agile/Scrum)
Experience with cloud platforms, enterprise applications, or digital transformation initiatives
Excellent leadership, negotiation, and conflict resolution skills
Strong documentation, reporting, and presentation abilities
Ability to manage multiple projects in fast-paced environments
Certifications (Preferred)
PMP, PRINCE2, or equivalent project management certification
Agile/Scrum certifications (CSM, SAFe, etc.)
ITIL or cloud certifications are a plus
