General Description:  

Performs highly complex (senior-level) data analysis and data research work reporting to the Director of IT/Chief Data Officer. Work involves transforming complex business processes and activities into technical data and information architecture models, diagrams, and documents used in support of information delivery for governed data (i.e. statewide electronic livestock brand registration system).  Performs data analysis and data architecture work involving data modeling; implementing and managing database systems, data warehouses, and data analytics; and designing strategies and setting standards for operations, programming, and security. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Duties:  

  • Provides guidelines to create a sustainable information architecture model for TAHC for governed data across multiple departments.
  • Provides guidelines to create various standards as they relate to governed data (which includes metadata, master data, reference data, etc.)
  • Works with TAHC Project Manager on development, implementation, and maintenance of a new statewide electronic livestock brand registration system housed at TAHC and other projects as needed.
  • Determines database requirements by analyzing business operations, applications, and programming; reviewing business objectives; and evaluating current systems.
  • Obtains data model requirements, develops, and implements data models for new projects, and maintains existing data models and data architectures.
  • Develops data structures for data warehouses and data mart projects and initiatives; and supports data analytics and business intelligence systems.
  • Implements corresponding database changes to support new and modified applications and ensures that new designs conform to data standards and guidelines; are consistent, normalized, and perform as required; and are secure from unauthorized access or update.
  • Reviews changes to technical and business metadata, realizing their impacts on enterprise applications, and ensures that the impacts are communicated to appropriate parties.
  • Establishes measures to chart progress related to the completeness and quality of metadata for enterprise information; to support reduction of data redundancy and fragmentation and elimination of unnecessary movement of data; and to improve data quality. 
  • Assists with identifying appropriate data sourcing and extraction processes, identify, and nominate sources as systems of record for data usage in various applications across all departments.
  • Assists with performing root cause analyses related to information issues and non-conformance to published data standards based on review of technical metadata of various source systems.
  • Drives selection of data management tools, and the development of standards, usage guidelines and procedures for those tools.  
  • Performs other duties as assigned.

 

 

Qualifications

 

Minimum Qualifications: 

  • Bachelor's degree from an accredited college or university in the following field (or closely related) data science, business analytics, computer science, computer information or management information systems, accounting, finance, mathematics, statistics, economics.
  • 5 years of full-time experience working in the following fields: data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, compilation, and/or reporting work.
  • 4+ years of experience either with Enterprise Data Architecture or Information Architecture.

Experience may substitute for education on a year per year basis.  

Preferred Qualifications:

  • Experience dealing with animal health regulatory processes; for example: permitting, inspection, and/or disease tracing.
  • Experience with test planning and implementation strategies, particularly user acceptance testing.
  • Proven ability to lead change and design more efficient processes.
  • Advanced SQL proficiency (SQL Server and/or Oracle) for profiling, validation, and reconciliation; fluency with ERD/relational modeling, normalization, keys, and indexing.
  • Experience Document Management System (e.g., SharePoint/Confluence/Azure DevOps).
  • Experience in Power BI/SSRS (semantic modeling concepts, DAX basics, report validation) and Snowflake or Azure analytics services.
  • Experience with process improvement methods and change management for data-centric projects.
  • Scripting for analysis/automation (e.g., Python or PowerShell) and experience with data catalog/lineage tools.

Knowledge, Skills and Abilities:  Knowledge of statistics and analyzing data sets; running queries, report writing, and presenting findings; and record keeping, including security procedures for handling, protecting, and distributing confidential data; understanding of animal healthcare business processes; understanding of Master Data, Metadata, Reference Data, Data Warehousing and BI principles and processes, including technical architectures for the same; enterprise “information” tools like Informatica, Oracle, Tableau, MicroStrategy, BusinessObjects, SAP, etc.; CRM third party software systems. Skill in the use of a computer and applicable software, in conducting data searches, in evaluating and translating large amounts of data; handling multiple tasks, prioritizing, and meeting deadlines; effective oral and written communication; exercising sound judgment and effective decision making; use of a computer and applicable software, in conducting data searches, in evaluating and translating large amounts of data; defining, developing, and implementing data and reporting standards. Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; and to communicate effectively; select data management tools and develop standards, usage guidelines, and procedures for those tools; identify and interpret data patterns and trends and assess data quality; communicate well with various levels of each business group.  

IMPORTANT: The TAHC is an emergency response agency. This position plays a key role in the agency’s emergency management activities.  As a first responder, this position is subject to participate in rotating temporary duty assignments away from the regular designated headquarters for up to two weeks at a time.  This duty may involve working in adverse conditions; may require irregular working hours and overtime; and may include duties other than those specified in the standard position description.

Other Requirements: Ability to work more than 40 hours as needed and in compliance with the FLSA. Ability to lift and relocate 30 lbs. Ability to travel (including overnight travel) up to 5%.

Must have a valid Texas driver’s license and safe driving record. Employment of selected candidate is contingent upon the receipt of an acceptable criminal background check and an acceptable moving violation record from the Texas Department of Public Safety. Must have reliable transportation.  Mileage reimbursed at current allowance rate.
