ABOUT PATH ENTERPRISES
PATH Enterprises is a statewide leader in the development of affordable and supportive housing communities. Recognizing that homelessness is fundamentally a housing issue, PATH, one of the largest homeless services providers in California, created PATH Ventures in 2007. Since its creation, PATH Ventures has completed 27 residential projects and is on track to have a total of 44 residential communities in the next several years.

ABOUT THE JOB
As part of the PATH Enterprises, the Regional Property Supervisor is responsible for the overall operations of a portfolio of properties assigned. This will include assuring properties are well-managed, financial goals are met, and compliance items are satisfied. The Regional Property Supervisor will also provide resource information and provide oversight to Resident Manager(s).

Position Responsibilities:

  • Performs property manager duties in the absence of the property manager. Provides quality supervision of administrative, financial and physical management of all the properties assigned. Provides resource information and assistance to property managers on a daily basis.
  • Addresses quality concerns; prepares reports as required. Circulates information to staff.
  • Adequately delegates responsibilities that create responsibility. Monitors and ensures standards are met. Ensures properties are operated in a manner consistent with PATH procedures.
  • Provides formal reports of status and projections to the Director of Property Management.
  • Ensures proper implementation of administrative policies and procedures in all assigned properties.
  • Completes Property Supervisor checklist monthly per site.
  • Manage and direct all phases of property management, including financing, operational oversight of portfolio, site and personnel selection.
  • Develop and implement strategies to maximize property performance and value, Perform initial feasibility analysis both financial & physical.
  • Ensure properties are operating efficiently and effectively in a manner consistent with building owner’s procedure, Coordinate with on-site property management and services team. Responsible for staff development, energy efficiency, maintenance planning, and security of the properties.
  • Assist property manager in the preparation of annual budgets, long-range capital improvement plans, staff development, energy efficiency, maintenance planning, and security.
  • Attends meetings as approved by the Director of Property Management, prepares and presents financial reports as appropriate, provides other services as requested. Attends periodic PATH meetings.
  • Works cooperatively with staff to assure adequate communication with residents. Works with staff to meet resident needs. Responds to requests and/or complaints from residents.
  • Assumes responsibility for and is actively involved with client’s satisfaction as it pertains to residence in PATH properties.
  • Provides written monthly reports to supervisor for rent-up progress and occupancy problems as required.
  • Assist with development of a preventative maintenance plan. • Assists with the development of long range capital improvement plans. Oversees updating as required.
  • Professionally and competently represents PATH in dealing with various government and private agencies, vendors and suppliers, residents and families.
  • Serves as a liaison between property owners and PATH by ensuring follow up and implementation of pertinent items discussed or requested by the owner.
  • Attends meetings and serves on committees and boards of housing organizations and government agencies. Remains current on legislation and regulations.
  • Complete file audits for every site.
  • Ensures fiscal soundness of property operations.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in business, finance, urban planning or a related field.

MINIMUM QUALIFICATIONS

  • Five (5) years of experience in property management, business, finance, or a related field, preferably in a non-profit, government agency or private financial institution.

MANDATORY REQUIREMENTS
Regardless of qualifications, candidates must:

  • Have employment eligibility verification
  • Have or be able and willing to obtain CPR/First Aid training
  • Successfully complete the following as a condition of hire:
    • Tuberculosis Test
    • Background Screening
    • Drug Test

DRIVING
Driving is an essential function of this position. To meet the employment requirements for this role, all candidates must:

  • Have reliable transportation
  • A valid driver’s license
  • Proof of insurance and ownership for personal vehicles used during work duties
  • The ability to qualify for PATH's insurance coverage

While some roles may include a schedule that involves multiple designated worksites or approved off-site locations (e.g., hybrid schedules), this does not imply that work will be performed from home. Many positions are fully on-site with no off-site work. All work schedules are determined by the responsibilities of the role and operational requirements, and may be adjusted at any time.
