General Description

This position performs entry-level social service and case management work while assisting the parole supervisor and parole officers at the assigned office with a variety of activities involving a youth’s successful reintegration into the community and compliance with the parole success plan. The various activities for which assistance is provided include verifying and monitoring the youth’s location, daily schedule, and required activities; matching the needs of the youth with the services available in the community; scheduling the youth’s office visits; planning unscheduled visits to the youth’s school, work sites, and home; and due process hearings. In addition, this position performs routine administrative support or technical program assistance work related to parole services.

Work involves the completion and review of case management forms, maintaining case management files, entering information into databases, transporting youth to activities, completing incident reports that may result in a disciplinary consequence, assisting parole officers in preparing for Level I due process hearings when revocation of parole status is being considered, and accompanying the parole officers as needed when they conduct in-person meetings and high-risk home visits. May train others on related processes.

Work is performed under close supervision with minimal latitude for the use of initiative and independent judgment outside of established policies, procedures and guidelines. Requires extensive collaboration with parole officers, and interaction with paroled youth, their family members, youth advocates, representatives from community organizations and groups, and service providers. Work may be performed outside of normal business hours, including evenings, weekends, and holidays. In addition, overnight travel (e.g., for training) and overtime may occasionally be required.

Essential Functions

Performs a variety of general office duties.

Answers and routes incoming telephone calls.
Greets and directs visitors to appropriate staff.
Reviews and processes incoming mail, prepares mail-outs, and distributes documents.
Orders supplies as needed and tracks supply inventories.
Provides technical guidance and assistance on routine administrative processes to callers and visitors.

Maintains youth files and case management data.

Completes required forms relating to case management.
Enters information into the Correctional Care System (CCS).
Files documents in youth files.

Assists with coordinating community service activities for youth.

Recruits new community service sites and obtains memorandums of understanding.
Acts as the assigned office’s liaison with the sites.
Assigns youth to community service activities.
Tracks completed community service hours by entering information on the CCF-560p form.

Assists with parole-related processes as needed.

Meets with youth who unexpectedly visit the office when a parole officer is not available, and relays relevant information regarding the nature of the visit to the parole officer.
Contacts and communicates with stakeholders on behalf of parole officers as directed.
Completes incident reports when required in compliance with established procedures, which may result in a disciplinary consequence.
Obtains police reports, contacts witnesses, and delivers subpoenas for Level I due process hearings, which may result in revocation of parole status.
Accompanies parole officers as needed (e.g., high risk home visits and evaluations).

Transports and provides surveillance for youth as needed.

Transports youth for a variety of reasons, including to and from community service sites, local jails, and state schools.
Provides airport and bus surveillance for youth in transit through local airports and bus stations.

Collaborates with parole staff in meeting established objectives and goals.

Shares relevant information.
Identifies concerns and trends.
Recommends improvements to resolve problems or enhance operations relating to administrative support processes.

Performs a variety of related duties not listed, to be determined and assigned as needed.

Performs all duties in compliance with agency safety policies and procedures.

Reports safety hazards and corrects hazards when possible.
Completes required documentation in the event of an accident/injury within requested time frames.

Regularly attends work in a predictable manner, as scheduled and on an as-needed basis, in accordance with agency attendance and leave policies.

Qualifications

Minimum Qualifications

High School Diploma or GED. Two years of full-time wage earning experience that may be any combination of the following: coordinating community resources; coordinating or performing case management services, which may include services for at risk or disadvantaged populations; or experience providing direct-care services or administrative or technical support for programs in an adult or juvenile correctional, mental health, or detention setting. Completed undergraduate course hours may substitute for experience on a basis of 30 course hours for one year of experience.

Must have a driving record that meets standards in the Texas Department of Public Safety’s (DPS) ten-point assessment system for school bus drivers.

Requirements For Continued Employment:

Obtain and maintain certification in TJJD’s approved use of force techniques.
Obtain and maintain certification in First Aid and CPR.
Successfully complete a defensive driving course approved by the Texas Education Agency or driving safety course offered by the State Office of Risk Management within 90 days after employment in the position or have completed such a course within three years prior to employment in the position.
Maintain a driving record that meets the standards of the ten-point assessment system defined by the Texas Department of Public Safety and complete the required driving course every three years after completing the most recent course.

Note: All degree(s), semester hours, diploma(s), or GED required to meet minimum qualifications must be obtained from an accredited educational institution. Experience requirements may be satisfied by the prorated part-time equivalent.
