Work with contractors to develop and implement appropriate quality and safety plans in accordance with local regulations.
Preparation of requests for proposals, review and approve contractor scope of work, and monitor contractor performance.
Effectively communicate with project stakeholders, including architects, engineers, contractors, and internal teams.
Prepare technical reports and presentations summarizing project findings and recommendations.
Coordinate with Authorities Having Jurisdiction to identify and obtain necessary permits. Manage contract scope, schedule, and budget of design consultants and contractors to ensure permit approvals.

Basic Qualifications:

Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Construction Management or an equivalent engineering science OR 10+ years of related construction management experience in lieu of a degree.
8+ years of general contractor and vendor management experience (request for proposals, bidding, change orders, quality control, RFI/submittal tracking) on multiple large projects associated with construction and project execution.
4+ years of managing large-scale civil infrastructure projects, including site development, grading, drainage and utilities.
Knowledge of capital budget management.

SUMMARY:

Under direction of the Senior Project Manager, the Project Manager is responsible for all aspects of MTS Capital Projects from inception to completion. The job duties include project definition, scope development, cost estimating, scheduling, and managing performance of design consultants and construction contractors through all project phases. A key to successful projects at MTS is coordination with operations, maintenance, safety, and procurement departments, delivering the agreed scope on-time and on-budget. The Project Manager will provide oversite of design consultants, construction management consultants, construction contractors and, as needed, oversight to third-party managed construction projects related to the MTS system. Additionally, the Project Manager performs resident engineer functions for construction projects and manages Job Order Contract (JOC) activities.

Essential Functions

Provides technical and engineering support in the area of project planning, design and construction of MTS Capital Projects, and other major capital projects.
Reviews and coordinates with MTS stakeholders in the preparation, review, and approval of plans and specifications.
Creates project independent cost estimates and tracks budgets for MTS capital projects for both design and construction.
Reviews and negotiates consultant proposals, JOC proposals and assists the Procurement Department in the review of construction bids.
Provides leadership and technical input for the multi-year MTS capital improvement program planning process.
Assists maintenance and operations departments in planning for future capital projects and participates in the annual MTS capital project development process.
Independently manages construction projects, contract administration, consultant contract administration and ensures the timely completion of each project and/or contract.
Assists the Procurement Department in the packaging and solicitation of bids.
Provides resident engineering and inspection services for MTS capital projects.
Performs project acceptance with contractors and stakeholders.
Completes project close-out.

Experience/Education/Certificates/License(s)

SALARY GRADE:

The anticipated starting pay for this position is between $113,000 and $125,000. You started your career in a trade such as electrician, carpenter, roofing, plumber, etc. and over time, advanced to overseeing construction projects. The Construction Project Manager duties include coordinating construction project resources and tracking project progress against established timelines and schedules. Responsible for managing large scale improvements on communities in a designated area. Review and recommend authorization of all construction contracts in area. Job Responsibilities:

As a Project Manager for the Franchise Real Estate Department, you will play a key role overseeing and directing construction projects from conception to completion. Your responsibility would be to assist in managing the customer experience, team communication, and consultant coordination. Having prior experience and capability in the design & build out of workplace interiors, retail and restaurant/food would also be required. You must be able to support and display the most professional reputation our brands with integrity and respect.

Specific duties for this construction management role include:

Manage the construction administration of projects and review of submittals and samples.
Working with consultants, contractors, vendors, specification writers, and regulatory agencies to meet overall project objectives
Review architectural drawings from franchisee partners for compliance to brand guidelines and standards
Resolve complex design issues with innovative and practical solutions.
Oversee and Coordinate design & build out of locations that require construction
Review the finished plans, specifications, and material selections required for construction.
Develop space planning concepts and test fitting exercises, following existing brand design guidelines.

This senior level management position is fully accountable for the financial performance of the project (i.e., P&L) performance and overall management direction for one or more multi-million-dollar heavy civil construction projects. PURPOSE:

Under the general supervision of the Associate Director of Construction, the Construction Project Manager is responsible for all efforts associated with successfully managing multiple University development and construction projects. This includes all aspects of project management during the development, planning, design, construction, and closeout phases of the project life cycle. This position is required to collaboratively interface with variety of campus stakeholders including senior administrators, staff, faculty, students, colleagues from the CSU Chancellor’s Office, agencies having jurisdiction including those at the Federal, State, and local level, and various professional consultants, contractors, and vendors.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

Manages all aspects of assigned projects through the full course of the project life cycle including planning, design, construction, and closeout phases. Independently leads and directs projects requiring high levels of functional integration and involving multiple disciplines to be managed. This includes disciplines associated with real estate development, capital improvements, major maintenance and repair, capital renewal, deferred maintenance, and infrastructure improvements.
Ensures all assigned projects are managed in alignment with the University's Capital Outlay Plan as well as any corresponding CSU or State of California regulations governing University projects. Coordinates as necessary throughout all project phases with the Planning Team, Campus Deputy Building Official, Construction Administrator, key stakeholders, and others.
Represents the University by leading and/or collaborating with the project team (campus groups, university officials, project architects, engineers, contractors, inspectors, etc.) during all phases.
Conducts feasibility studies including needs assessments, programming, conceptual design, environmental and regulatory analysis, cost analysis/financial planning, and similar work efforts required to determine overall project feasibility.
Reviews and develops a comprehensive scope of work, budget, and schedule. Evaluates and recommends the project delivery method, design documentation needs, necessary consulting services, and other supporting efforts necessary to successfully deliver assigned projects. Responsible for budget authorization and fund expenditures related to construction projects.
Directly responsible for managing all aspects of the project budget working collaboratively with the Facilities Business Operations Team and the Finance department. Proactively brings forward issues or challenges and proposed solutions designed to successfully contain and mitigate risk.

Develops inspection and regulatory compliance plan for assigned projects. Leads and oversees implementation of such plans including coordination of all required inspections, testing, and other activities. Reviews testing and inspection reports and the inspector's daily diary to ensure full understanding of project issues and status. Reports all failed inspections or tests to the Campus.
Manages construction contracts. Tracks and monitors work in place and reviews pay applications with recommendations for approval or otherwise. Evaluates and makes recommendations concerning proposed contract changes. Ensures ongoing compliance with contractual requirements.
Acts as a liaison and interfaces with local and regional jurisdictions having authority, regulatory and entitlement agencies, utility providers, and governing bodies. Informs, advises, and recommends course of action necessary achieve approvals or resolve issues or challenges.

KNOWLEDGE, SKILLS AND ABILITIES:

Demonstrated financial management skills necessary to prepare, manage, oversee, track, and monitor detailed project budgets, analyze funding allocations, evaluate independent cost estimates, and review, track and approve payment requests.
Demonstrated experience and proven ability procuring, selecting and managing consultants and contractors including maintaining compliance with the contract documents, scope of work, permitted plans, schedule, and budget.
Demonstrated leadership and management skills with proven ability to organize and manage teams, including internal design and operations staff, external contractors and technical consultants.

MINIMUM QUALIFICATIONS

Bachelor's degree in architecture, engineering, real estate development, construction management, business or a related field OR equivalent experience such as might be attained through five years of project management.

PREFERRED QUALIFICATIONS:
