ROLE PURPOSE: 

Greater Darfur is an operational area with programs that receive funds from different donors. This role entails handling of intensive financial transactions and requires a regular financial reporting to Sudan’s Head Office and donors at different periods of time based on different reporting requirements during the year. In addition, there is need for the role holder to ensure that expenditures are made in accordance to grants budget, donor requirements and SCI policies and procedures The position holder will also provide monthly budget status to the budget holders for effective budget utilization and achievements. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: Save the Children International in Sudan is working across Sudan e.g., Khartoum, South, West and North Kordofan, North, West, South & Central Darfur States, and the Red Sea State in Sudan. Our thematic coverage includes child rights governance, child protection, education, health, nutrition, WASH, livelihoods, and humanitarian emergencies. We maintain diversified sources of funding including SIDA, OFDA, DFATD, GSK, EC/ECHO etc.

This is a challenging role in a complex environment. It requires a dedicated, experienced, and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions. 

KEY AREAS OF ACCOUNTABILITY AND MAIN RESPONSIBILITY:

 

Financial Management of Greater Darfur

  • Provide overall supervision of the processes of recording, classifying, and summarizing financial transactions and events and interpreting the results, ensuring that all transactions of the organization are recorded and that there is easily accessible supporting original documentation for all the transactions in soft copies filed on SharePoint and hard copies filed in the relevant field office. Providing necessary approvals for transactions and processes within set policies
  • Direct supervisory role over Greater Darfur Finance Unit Staff. 
  • Provide custodianship to all financial policies and procedures.
  • Provide timely and accurate monthly cash forecast based on the available project’s budgets.
  • Follow up on Balance sheet accounts to ensure they are fully cleared within the allowable period.
  • Perform approval in ProSave for registration suppliers Bank Account and new partner registration as well. 
  • Ensure all suppliers pending invoices in ProSave for field office are reconciled and cleared.
  • Ensure field office Single account reconciliation is made every month before Soft close.
  • Ensure Bank and cash reconciliation for field offices happen before soft close.
  • Ensure partner advances and liquidation sanctioned in system.

 

Grants budgets monitoring, management, and control

  • Responsible to vet expense against grants and provide guidance to all budget holders. 
  • Maintain current knowledge of local government requirements related to financial matters and ensure compliance with other legal requirements.
  • To ensure correct budget charging and expense coding.

 

Posting Financial Data into Agresso

  • Verifying and posting of financial transactions into the computerized financial system used by the organization.

 

Financial reporting to Greater Darfur states

  • Generate transactions from Agresso computerized financial system to prepare monthly Budget vs Actual to budget Holders. 
  • Review and check financial reports from partner organizations wholly or partially funded by the organization.
  • Ensure that all financial reports are done according to the instructions, policy, and procedure of the agency. Ensure compliance with all applicable financial regulatory laws and rules for financial reporting.
  • Analyze Budget Vs Actual report to highlight trends and potential problem areas.
  • To prepare monthly cash and Bank reconciliations.
  • Ensure partners financial report is submitted, review and shared with Award team on time. 

Safeguard SCI’s Financial policies and procedures

  • Ensure compliance with all applicable financial regulatory laws and rules for financial reporting.
  • Ensure compliance to the country’s statuary rules and regulations.
  • To oversee the internal control systems for the financial management of the state operations, including the judgement of appropriate financial and budget policies and procedures that incorporate local regulatory requirements.
  • Ensure that effective internal controls are in place to safeguard financial assets of the Organization and ensure records systems are maintained in accordance with generally accepted accounting standards.
  • Establish and maintain strong relationships with program/project managers, identify their needs and deliver enhanced problem solutions. Provide support to budget holders in financial related matters. Provide recommendations to strategically enhance financial performance through analysis of costs and expenses and guide program/project managers. 
  • Represent the organization externally to government agencies and funding agencies on financial matters

Capacity Building for Staff and Partners.

  • Lead, manage and motivate line reports, ensuring that they have clear work objectives and individual/teamwork plans and receive meaningful feedback on their performance.
  • Ensure that line reports have clearly defined objectives and understand their responsibilities, ensure compliance with the financial policies and procedures.
  • Capacitate Finance team in GK in ProSave and Agresso and Treasury  management. 
  • Identify learning and training opportunities for line reports and partners and work as a coach, mentor, and role model for the finance team members. 

Child Safeguarding

  • Act as an ambassador for child safeguarding in both professional and personal life. Never abuse position of trust and authority.
  • Keeping children, we work with safe from deliberate harm/risk or inadvertent harm/risk. This is a top organizational and personal commitment, and the standards of behavior towards children expected by the organization should reflect both in your personal and professional life. 
  • Behave towards children in a way, which reflects the Code of Conduct, CSG Code of Conduct and Child Safeguarding Policy. 
  • Report any CSG issues or concerns in a timely way according to the Country reporting system and procedures. (At least two reports per year). Ask if unclear on anything to do with child safeguarding, such as which concerns should be reported, how to report concerns and how to respond to them.

QUALIFICATIONS 

  • BSc. in accounting, administration 

EXPERIENCE AND SKILLS

Essential

  • University degree in accounting.
  • 3-5 years’ experience in Finance with at least 3 years’ experience working with INGOs.
  • Significant experience in or knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance, and reporting.
  • Solid experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments.
  • A track record in grants management as it relates to compliance and reporting of foundation grants is essential.
  • Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to senior management.
  • Ability and desire to translate complex financial concepts to individuals at all levels including finance and non-finance managers.
  • Demonstrated leadership ability, team management, and interpersonal skills.
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills

Desirable

  • Willingness to learn and share information.
  • Training and facilitation skills 
  • Ability to work under pressure and in a team.
  • Professional Accounting license (e.g., ACCA, CMA, etc.).
  • Postgraduate degree.
