Role Purpose
To supervise and manage procurement team and procurement activities in compliance with Saudi local market and other Client’s Projects requirements and company policies, ensuring timely, cost-effective sourcing process of goods and services while supporting Saudization objectives and organizational goals.
Key Responsibilities
Procurement Operations
- Ensure daily procurement activities, including Material / Purchase requisitions, RFQs, and purchase orders are carried out to meet project timelines
- Supervise and Co-ordinate the development of TBE and Non-Material Requirements (NMRs) review process by Engineering and Projects Team
- Ensure good communication with all stakeholders to ensure timely and accurate processing of procurement requests meeting Projects requirements.
- Good Awareness of Saudi local market’s Procurement Processes and Procurement Requirements
Vendor & Supplier Management
- Knowledge of Saudi local market’s 9COM / 9 CAT approved vendors
- Knowledge of local and international suppliers regarding quality, price, and delivery performance.
- Negotiate contracts and agreements to achieve cost savings and favorable terms.
- Maintain strong relationships with vendors to receive their quotations and responses in time.
Compliance & Regulatory Requirements
- Ensure adherence to Saudi procurement laws, regulations, and company policies.
- Support Saudization initiatives by prioritizing local suppliers and workforce development.
- Maintain accurate procurement documentation for audits and compliance checks.
Budget & Cost Control
- Monitor procurement team budgets, manhours and identify cost-saving opportunities.
- Analyze market trends and recommend strategies for competitive sourcing of vendor quotations.
Team Leadership
- Supervise and mentor procurement staff, ensuring alignment with company objectives.
- Assign tasks and monitor performance to maintain efficiency and accuracy.
Continuous Improvement
- Identify procurement process gaps and implement lessons learned and improvements for efficiency.
- Support ERP system enhancements and digitalization initiatives.
Skills & Qualifications
- Nationality: Saudi
- Bachelor’s degree in engineering
- Minimum 10 years of experience in procurement or purchasing, preferably in Oil & Gas or EPC sectors.
- Preferably worked and supported procurement activities during Engineering / Design Phases of Saudi local market’s Projects
- Strong negotiation and communication skills.
- Proficiency in ERP systems and MS Office.
- Knowledge of Saudi local market procurement procedures and regulations.
- Ability to manage multiple priorities and meet deadlines.
