The Senior Quantity Surveyor (Pre-Contract) leads and supports the pre-contract commercial and cost management activities for MEP works across a range of building projects. The role is responsible for measurement, cost planning, tendering, and procurement support while providing technical cost advice based on construction methods, materials, and labor. The position also supports selected post-contract activities and contributes to effective coordination, accurate cost planning, and compliance with standard forms of contract and project procedures.
General Description of Role and Responsibilities:
Measurement & Quantification
- Undertake quantity take-offs for Electrical, Fire Fighting, Plumbing, and HVAC work using applicable standards.
- Use software tools (e.g., CostX, AutoCAD) for quantity take-off, summarize quantities, and transfer data into BOQs or cost plans, including carrying out bulk checks.
- Draft or validate Bills of Quantities, including carrying out bulk checks.
Cost Planning & Technical Cost Advice
- Prepare cost plans at different design stages, including Concept, Schematic, and Design Development.
- Analyse and adjust unit rates, price BOQ items, collect market quotations, and assist in tender estimates and cost plan reporting.
- Support value engineering exercises and assess cost implications of materials, labor, and construction methods during design and execution stages.
- Apply working knowledge of construction technologies and methods in cost planning tasks.

Tendering & Procurement Support
- Carry out procurement-related tasks, including preparing prequalification (PQ) documentation, maintaining tender schedules, managing tender events, issuing tender documentation, evaluating tenders, and drafting tender evaluation reports.
- Assist in compiling final contract documents and support procurement activities in accordance with standard forms of contract (e.g., FIDIC, CPWD).
Post-Contract Commercial Support
- Support post-contract activities by understanding key contract terms and the post-contract work process flow.
- Assist in the preparation of the payment recommendation report.
Qualifications, Experience, Knowledge, and Skills:
- Diploma or Bachelor's Technology in Mechanical, Electrical, and Plumbing.
- Minimum 7 to 9 years of relevant experience in pre-contract quantity surveying, cost planning, or commercial management for MEP works on building projects such as Residential, Commercial, Hotel, Hospital, Fit-out, and Industrial/Warehouse developments.
- Should be proficient in CAD, Cost-X (quantity takeoff tools), and other quantification/estimation software.
- Excellent skills in MS Excel and Word, and the ability to learn and adapt to customized software.
- Excellent communication skills, both written and verbal.
- Excellent Interpersonal and presentation Skills.
