HR Systems Analyst Position Summary
The Authority is currently recruiting an HR Systems Analyst to join Georgia World Congress Center. The HR Systems Analyst reports to the Director of Human Resources and serves as the technical and analytical subject matter expert for the Georgia World Congress Center Authority’s Human Resources systems, with primary responsibility for Paycom administration and optimization. This role supports system configuration, user communications, reporting and analytics, compliance reporting, and continuous improvement across HR functional areas and throughout the talent life cycle.
The HR Systems Analyst partners closely with the Director of Human Resources and HR leadership to maximize system capabilities, ensure data integrity, support audit readiness, and advance efficient HR operations.

HR Systems Analyst Work Environment
- Fast-paced, professional environment within the Georgia World Congress Center campus.
- Typical work hours are in-office Monday through Friday 8:30am – 5:00pm.
- Combination of office-based work and limited off-site or on-site support may be required based on event or business conditions.
HR Systems Analyst Essential Duties and Responsibilities
HR Systems Administration & Optimization
- Administers and supports all HR systems, including Paycom and related modules (core HR, payroll interface, performance management, reporting, and compliance-related tracking).
- Serves as the primary system administrator and subject matter expert for Paycom, including system configuration, security roles, workflows, and access management.
- Acts as the primary point of contact for system troubleshooting, password resets, and end-user support.
- Manages system configuration impacting HR processes, including organizational structure, job codes, position updates, workflow adjustments, and approval routing.
- Participates in HR systems upgrades, implementations, enhancements, and testing to ensure system functionality and data integrity.
Payroll Collaboration & Data Integrity
- Collaborates closely with Payroll to support accurate system configuration, data flow, and payroll-related reporting within Paycom.
- Assists with troubleshooting payroll-impacting system issues, data discrepancies, and system errors in partnership with Payroll and vendors.
- Supports audits, reconciliations, and reviews related to payroll system controls, security roles, and data accuracy.
- Serves as system administrator for benefits deduction setup and imports, ensuring accurate configuration of deduction codes and payroll integration.
Performance Management & HR Collaboration
- Collaborates directly with the Director of Human Resources to support performance management system administration, including configuration of performance cycles, workflows, forms, rating scales, and system testing.
- Provides technical guidance and user support related to performance management processes for leaders and team members.
- Produces performance-related reports and analytics to support leadership decision-making and compliance.
Position Management & Talent Collaboration
- Partners with the Director of Talent to deliver systems training and support position management, job data accuracy, organizational changes, and headcount reporting within Paycom.
- Manages requests related to data corrections, organizational changes, position updates, job codes, reporting structure, and workflow adjustments.
Reporting, Analytics & Compliance
- Produces standard and ad hoc HR, payroll-related, and compliance reports using Paycom and related tools.
- Analyzes workforce and HR data to identify trends, risks, and opportunities for improvement.
- Coordinates regular HR data review, validation, and cleanup efforts to ensure accuracy, consistency, and audit readiness.
- Supports compliance reporting and data requests in alignment with state and regulatory requirements.
User Communications & Support
- Develops, maintains, and distributes system-related communications, including user guides, job aids, process updates, system changes, and outage notifications.
- Provides responsive and professional support to leaders and team members regarding HR system transactions, reporting, and data discrepancies.
- Translates technical system information into clear, user-friendly guidance.
Audit, Governance & Continuous Improvement
- Supports State IT audits and internal reviews related to HR and payroll systems by preparing documentation, validating system controls, and coordinating responses.
- Ensures HR system processes and documentation meet applicable state, regulatory, and organizational requirements.
- Collaborates with HR leadership and Payroll to evaluate and recommend new technologies that streamline processes, improve data integrity, and support a more efficient and paperless HR administration.
- Performs other duties as assigned by the Director of Human Resources.
HR Systems Analyst Knowledge, Skills, and Abilities
- Ability to understand and evaluate HR processes and employment practices

HR Systems Analyst Education and/or Experience
- Bachelor’s degree in Human Resources, Business Administration, Information Systems, or a related field preferred.
- Proven experience in HR processes and general employment practices
- Experience administering an HRIS or HCM system required; Paycom experience strongly preferred.
- Experience or demonstrated interest in HR operations, systems administration, analytics, or compliance.
- Equivalent combination of education and experience may be considered.
- Experience supporting performance management systems and workforce reporting.
- Advanced proficiency in Excel, reporting tools, or HR analytics platforms.
- Experience administering audits or compliance activities in a public sector or large organization.
