Position Description

 

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Directs the design and/or implementation of pollution prevention plans on construction projects or develops and implements storm water pollution prevention plans for construction projects.
  • Oversees Consultant Contract Administration.
  • Coordinates with area engineers on design and plan preparation.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
  • Oversees career development activities for engineering assistants.
  • Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers.
  • Participates in district plan review activities.
  • Prepares and submits Plans, Specifications and Estimates (P. S. & E.) on projects.
  • Reviews material specifications for projects and writes special provisions.
  • Reviews, monitors and/or develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work.
  • Supervises professional and administrative staff.
  • Performs other job responsibilities as assigned.

 

 

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 

  • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. 

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*

     

  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire. 

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Design and plan preparation methods and requirements
  • Applicable surveying procedures, standards and instruments
  • Transportation design engineering principles, practices and methods and the application of engineering theory
  • Hydrologic, hydraulic and geotechnical design activities and principles
  • Geometric design relationships to traffic operations, maintenance and construction
  • Performing basic design and drafting
  • Developing, interpreting, and implementing policies, procedures, and technical information
  • Supervising technical staff
  • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Using computers and applicable programs, applications, and systems
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

 

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
